The Community Safety & Development (CSD) program's mission is to strengthen the Municipality’s neighborhoods while building strong individuals, proud families and a vibrant community. CSD administers the U.S. Department of Housing and Urban Dev​elopment (HUD) Community Development Block Grant (CDBG)HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG)​ awards from the federal government, partners with citywide organizations to further affordable housing opportunities for low and moderate-income families, and engages neighborhoods in long-term community development planning.​

Every year Community, Safety, & Development publishes an annual report called the CAPER (Consolidated Annual Performance and Evaluation Report). The report is a summary of how federal HUD funds are used within our community. While reviewing past years’ accomplishments, we will also be collecting public comment before drafting our 2026 Action Plan, which guides the projects we take on for the upcoming year.
