The Community Safety & Development (CSD) program's mission is to strengthen the Municipality’s neighborhoods while building strong individuals, proud families and a vibrant community. CSD administers the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and
Emergency Solutions Grant (ESG) awards from the federal government, partners with citywide organizations to further affordable housing opportunities for low and moderate-income families, and engages neighborhoods in long-term community development planning.

Plans & Reports
CSD produces a 5-year Consolidated Plan, an annual Action Plan, and a CAPER which reviews the previous year's work. These documents can be found below.
