F. Physical and telephonic attendance. 1. Adjudicatory capacity. Except as otherwise provided in this Code, physical presence by a board or commission member is required to constitute attendance at a regular or special public meeting of a regulatory or adjudicatory board or commission when the board or commission is holding a hearing or public hearing, conducting deliberations, or otherwise exercising its adjudicatory capacity. *2. Emergency declaration. During a period of emergency declaration by the mayor pursuant to section 3.80.060, the chair of a board or commission acting in its adjudicatory capacity shall have the authority to utilize telephonic participation by board or commission members, parties, witnesses, and the public. 3. Non-adjudicatory boards and commissions. All other boards and commissions may allow attendance and full participation by members suing telephonic or video conferencing equipment or facilitates.
