​About the 2026 Municipal Bond Package

In April 2026, Anchorage voters will consider a series of municipal bond propositions and a one-time education levy. Together, these measures address routine capital needs across the community, including public safety, schools, parks, transportation, and core municipal facilities.

Municipal bonds are a common way local governments pay for major infrastructure projects that are used over many years. If approved by voters, bond funds may be used to repair, replace, or improve public assets such as roads, fire stations, parks, libraries, and transit facilities.

Each proposition appears separately on the ballot. Voters may choose to support or oppose each item individually.

The information below is provided to help voters understand what each proposed bond or levy would fund and how it would be paid for.


Anchorage School District One-Time Tax Levy

Anchorage’s public schools serve thousands of students every day and play a central role in preparing the Municipality's future workforce. The Anchorage School District is facing a projected funding shortfall of $83 million for the 2026–27 school year, which could affect class sizes and student programs if not addressed.

This one-time education tax levy gives voters the opportunity to consider additional funding to help maintain classroom stability and educational services during the upcoming school year while providing an opportunity to reduce forecasted class size increases. It includes:

  • One-time, $12 million education tax levy.
  • $27.40 per $100,000 in assessed property value.
  • Would provide funds for about 90 additional teachers.

​Anchorage Parks and Recreation Service Area Capital Improvement Bonds

​Anchorage’s parks, trails, and recreation facilities are among the most heavily used public assets in the community. From neighborhood parks to major trail systems, these spaces support outdoor recreation, community gatherings, and quality of life across the Municipality​.

This bond focuses on maintaining and improving existing parks and facilities by addressing safety needs, accessibility, and long-term upkeep at locations throughout Anchorage.

Proposed projects include improvements to:
Campbell Creek Trail, Chester Creek Sports Complex, East Delaney Park, Eastchester Park, Far North Bicentennial Park, Fish Creek Trail, Forsythe Park, Hamilton Park, Mountain View Community Center, Nunaka Valley Park, Spenard Recreation Center, and Town Square Park.

  • Bond amount: $6,050,000
  • Voter approval of this bond proposition authorizes for each $100,000 of assessed taxable property value (based on the estimated assessed valuation in the Anchorage Parks and Recreation Service Area): (i) an annual increase in taxes of approximately $1.22 to retire the proposed bonds, and (ii) and annual increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $1.13[0.86] to pay for annual operation and maintenance costs related to the proposed capital improvements.

Anchorage Metropolitan Police Service Area Bonds

Police facilities are a critical part of Anchorage’s public safety infrastructure. Like many public buildings, they require periodic maintenance and upgrades to remain functional and safe.

This bond would fund needed exterior improvements and parking lot reconstruction at the Anchorage Police Department’s Elmore Station to support ongoing operations.

  • Bond amount: $350,000

Anchorage Fire Service Area Fire Protection Bonds

Fire engines and emergency response equipment are essential tools for protecting lives and property. Over time, these vehicles reach the end of their service life and must be replaced to ensure reliable response across the community.

This bond would fund replacement fire engine trucks for the Anchorage Fire Service Area.

  • Bond amount: $2,500,000

Chugach State Park Access Service Area Capital Improvement Bonds

Chugach State Park is one of Anchorage’s most valued recreational resources, offering access to trails and outdoor spaces immediately adjacent to the Municipality. Safe and well-maintained access points help residents and visitors enjoy the park responsibly.

This bond would fund improvements to parking, trails, and wayfinding to enhance public access to Chugach State Park.

  • Proposed projects include:
    • Improvements to the Basher Drive Trailhead parking lot
    • Extension of Lost Cabin Trail
    • Acquisition and construction of Stewart Trail wayfinding and signage
  • Bond amount: $1,720,000

​Areawide Public Safety and Transit Capital Improvement Bonds

Emergency response systems, traffic safety infrastructure, and public transit all rely on durable vehicles and facilities that must be updated over time. These systems support day-to-day mobility and help keep Anchorage residents safe.

This bond would fund a range of capital improvements related to public safety and transit, including emergency vehicles, traffic safety upgrades, and transit facility improvements across Anchorage.

  • Proposed uses include:
    • Replacement ambulances​
    • Traffic signal systems, signage, and traffic calming improvements
    • School zone safety improvements
    • Transit facilities, centers, and bus stop improvements
    • Replacement of transit fleet and support vehicles
  • Bond amount: $8,990,000
    • Includes an annual municipal tax cap increase not to exceed $152,000 for associated operations and maintenance

Community Facilities Capital Improvement Project Bonds

Municipal facilities such as libraries, performance venues, and historic buildings provide important services and gathering spaces for the community. Maintaining these facilities requires periodic investment in safety upgrades and major building systems.

This bond would fund repairs, renovations, and system upgrades at several key municipal facilities used by the public.

  • Proposed projects include:
    • Facility safety and code upgrades
    • Roof replacements at major municipal facilities
    • Renovations at Loussac Library
    • Replacement of boilers at Historic Old City Hall
    • Upgrades to the Performing Arts Center​​​​​
  • Bond amount: $7,150,000

Anchorage Roads and Drainage Service Area Roads and Storm Drainage Bonds

Anchorage maintains an extensive network of roads and storm drainage systems that support daily travel and help manage runoff and flooding. These systems require ongoing investment to function safely and effectively.

This bond would fund capital projects to repair, upgrade, and improve roads and storm drainage infrastructure throughout the service area.

  • Bond amount: $38,450,000
  • Includes an annual municipal tax cap increase not to exceed $45,000 for associated operations and maintenance
