NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:
The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of September 9, 2025. The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:
AO 2025-58 was rescinded at the Regular Assembly Meeting of June 24, 2025; as such, this public hearing is cancelled.
Ordinance No. AO 2025-58, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality of Anchorage a ballot proposition amending the Home Rule Charter and amending Anchorage Municipal Code Title 28 to institute Ranked Choice Voting in elections for Municipal Office. Assembly Chair Constant.
Ordinance No. AO 2025-91, an ordinance of the Anchorage Municipal Assembly updating Anchorage Municipal Code Chapter 1.25, Public Meetings, and amending Chapter 4.05, AMC Sections 2.30.030, 2.30.036, 2.40.035, 27.20.040 and 29.10.050, and related code changes. Assembly Chair Constant and Mayor LaFrance.
Ordinance No. AO 2025-92, an ordinance authorizing acquisition of real properties legally described as Lots 31 and 32 of Block 2 Laurel Acres Subdivision (Plat 71-44) for placement into the Heritage Land Bank Inventory. Real Estate Department.
Ordinance No. AO 2025-95, an ordinance authorizing a revocable use permit on a portion of Lot 7, Section 4, T12N, R4W between Anchorage Water and Wastewater Utility and Cellco Partnership, doing business as Verizon Wireless. Anchorage Water and Wastewater Utility.
Resolution No. AR 2025-261, a resolution of the Municipality of Anchorage appropriating two million seven hundred four thousand eight hundred dollars ($2,704,800) of Convention Center Capital Reserve Fund (202030), Fund Balance within the Convention Center Capital Reserve Fund (202030) as a transfer, and appropriating said transfer to the Areawide General Capital Improvement Projects (CIP) Fund (401800) all within the Office of the Chief Administrative Officer, for the addition of multiple 2025 capital improvements at the Dena'ina and William A. Egan Convention Centers, and amending the Dena'ina and Egan Convention Centers' 2025 Capital Improvement Budgets (CIB) and the 2025-2030 Capital Improvement Programs (CIP).
Ordinance No. AO 2025-96, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality of Anchorage a ballot proposition amending the Home Rule Charter to authorize a 1% sales tax, to fund the “Penny for Progress" Strategic Investment Program. Assembly Member Martinez.
Resolution No. AR 2025-262, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of package store license #3973 for Holiday Alaska, LLC DBA Circle K located at 10630 Old Seward Hwy., Anchorage, AK 99515; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Bayshore/Klatt Community Council), Assembly Chair Constant.
Resolution No. AR 2025-263, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of beverage dispensary license #670 for OTL Enterprises, Inc. DBA Long Branch Saloon located at 1737 E Dimond Blvd., Anchorage, AK 99507; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Abbott Loop Community Council), Assembly Chair Constant.
Resolution No. AR 2025-264, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of beverage dispensary license #635 for Serrano's, LLC DBA Serrano's Mexican Grill located at 201 E Northern Lights Blvd., Anchorage, AK 99503; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Midtown Community Council), Assembly Chair Constant.
How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.
The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
