NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of September 23, 2025.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

​Resolution No. AR 2025-233, a resolution confirming the 2025 Assessment Roll and levying Special Assessments for services on property specially benefited in the Downtown Improvement District, Special Assessment District 1SD97, setting the dates of assessment, and providing for assessment billing, payment due dates, application of payments, delinquency, penalties, interest and costs for delinquency and enforcement and appropriating assessment revenues to Special Assessment Fund (271) for services benefiting the property owners in Special Assessment District 1SD97. Finance Department.

Resolution No. AR 2025-235, a resolution approving a collective bargaining agreement between the Municipality of Anchorage and the International Association of Firefighters Local 1264 (IAFF). Human Resources Department.

Ordinance No. AO 2025-93, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapters 15.05 and 15.10 to require residential rental property owners provide tenants financial relocation assistance following issuance of a notice to vacate and amending Title 8 to enact a new Section 8.30.200 and to make failure to comply with an enforcement order or a notice to vacate punishable as misdemeanor offenses. Ordinance No. AO 2025-94, an ordinance amending Anchorage Municipal Code Chapter 21.03, Review and Approval Procedures, and Chapter 13, Nonconformities, to allow more flexibility for the reconstruction or rehabilitation of nonconforming structures. (Planning and Zoning Commission Case No. 2025-0044). Planning Department.

Ordinance No. AO 2025-97, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality of Anchorage a ballot proposition amending the Home Rule Charter to authorize a tax on short-term rentals. Assembly Member Volland and Assembly Chair Constant. ​

Ordinance No. AO 2025-98, an ordinance authorizing the extension of a building lease between Anchorage Permit and Development Center, LLC (lessor) and the Municipality of Anchorage (lessee) for the Municipal Permit Center located at 4700 Elmore Road in Anchorage (PID 008-052-10-001). Real Estate Department.

Ordinance No. AO 2025-99, an ordinance authorizing and approving the adoption of Port of Alaska Terminal Tariff No. 10.2. Port of Alaska.

Ordinance No. AO 2025-100, an ordinance authorizing the disposal by perpetual, non-Exclusive Telecommunications & Electrical Easement to Chugach Electric Association, Inc. for the Inlet View Elementary School Relocation Project on Municipal Property, legally described as a portion of Blocks 25C & 25D and Parts of Blocks 35A & 35B View Ridge Subdivision a Subdivision of the South Addition to the Townsite of Anchorage (Plat C-99A) (PID 001-083-52). Real Estate Department.

Ordinance No. AO 2025-101, an ordinance amending Anchorage Municipal Code Chapter 26.80 to add a new section 26.80.080, surcharge to support community clean-up and public space maintenance. Assembly Chair Constant.

Ordinance No. AO 2025-102, an ordinance authorizing a one (1) year lease extension with four (4) one-year options between the Municipality of Anchorage (tenant) and the State of Alaska (lessor) for premises located in the Boney Courthouse, 303 K Street, for the Anchorage Police Department Warrants Office. Real Estate Department.

Resolution No. AR 2025-283, a resolution of the Municipality of Anchorage appropriating an amount not to exceed one million nine hundred ninety-seven thousand five hundred thirty dollars ($1,997,530) of areawide Anchorage Police Department (APD) Information Technology (IT) Systems Special Tax Levy Fund (107000) fund balance to the Areawide APD IT Systems Special Tax Levy Fund (107000) for use by the APD to pay for technology implementation and maintenance. Anchorage Police Department.

Resolution No. AR 2025-285, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of beverage dispensary license #4353 for Oriental Garden, LLC DBA Oriental Garden located at 720 Muldoon Road, Anchorage, AK 99504​; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Spenard Community Council), Assembly Chair Constant. ​

Resolution No. AR 2025-286, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of restaurant/eating place license #5987 for Jalos, Inc. DBA Alaskan Burger & Brew located at 5121 Arctic Boulevard, Anchorage, AK 99503​; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Spenard Comm​unity Council), Assembly Chair Constant. ​​​

How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.

The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
