NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:
The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of May 12, 2026. The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:
Ordinance No. AO 2026-47, an ordinance amending the Anchorage 2040 Land Use Plan, Land Use Plan Map, to change the classification of approximately 282.3 acres of land from large-lot residential, single-family and two-family, compact mixed residential-low, compact mixed residential-medium, and urban residential-high to compact mixed residential-low, urban residential-high, and park or natural area for the parcels in the Anchorage Bowl, as depicted in Exhibit A. (Planning and Zoning Commission Case No. 2025-0146), Planning Department.
Ordinance No. AO 2026-48, an ordinance amending the zoning map and approving the rezone for 742 Parcels containing approximately 9,344.60 acres from R-1, R-2A, R-2A Sl, R-2D, R-2M, R-2M Sl, R-3, R-3 Sl, R-4, R 5, R-6, R-7, R-8, R-9, R-10 Sl, B-2A, B-2C, B3, B-3 Sl, I 1, I-2, PCD, PLI, PLI-P and PLI Sl to PR, the Parks and Recreation District, in the Anchorage Bowl, for the parcels drawn in the map as exhibit A. Ordinance No. AO 2026-51, an ordinance amending Anchorage Municipal Code Chapter 21.09 to align with the newly adopted Girdwood Comprehensive Plan. Planning Department.
Ordinance No. AO 2026-52, an ordinance of the Anchorage Municipal Assembly amending the zoning map and approving the rezoning of approximately 43.62 acres from GDR (Development Reserve District) to GA (Girdwood Airport District) for US survey 4805, Tract 29B T10N, R2E, Section 29; generally located east of the Seward Highway just south of the Alyeska Highway, in Girdwood. Resolution No. AR 2026-96, a resolution approving a Collective Bargaining Agreement between the Municipality of Anchorage (MOA) and the International Union of Operating Engineers, Local 302 (L302). Human Resources Department.
Resolution No. AR 2026-107, a resolution of the Municipality of Anchorage appropriating Opioid Settlement proceeds in an amount not to exceed two million one hundred fifteen thousand six hundred twenty one dollars and twelve cents ($2,115,621.12), to the Opioid Settlement Fund (207000), Anchorage Health Department all for allowable opioid remediation uses.
Ordinance No. AO 2026-63, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 3.30 to add a new section providing for a second medical opinion following a disqualifying medical determination under NFPA 1582, amending AMC Section 3.30.016 to guarantee access to an employee or applicant's medical file maintained by the Municipality or its contractors, and waiving review by the Personnel Rules Committee. Ordinance No. AO 2026-64, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Sections 2.30.035 and 2.30.040 to include initial audience participation and establish a durational limit at regular assembly meetings. Assembly Member Rivera.
Ordinance No. AO 2026-65, an ordinance authorizing a twenty-five (25) year easement between the Municipality of Anchorage, Anchorage Water & Wastewater Utility (Grantee) and the U.S. Department of the Air Force (Grantor) for the use of the premises located on Joint Base Elmendorf-Richardson, legally described as a portion within SEC 9 T13N R3W, for an existing 24-inch sanitary sewer main – USAF-PACAF-FXSB-24-2-0274. Anchorage Water and Wastewater Utility.
Ordinance No. AO 2026-66, an ordinance authorizing a twenty-five (25) year easement between the Municipality of Anchorage, Anchorage Water & Wastewater Utility (Grantee) and the U.S. Department of the Air Force (Grantor) for the use of the premises located on Joint Base Elmendorf-Richardson, legally described as a portion within the west half of SEC 7, SEC 18, and SEC 19 T13N R2W, for an existing 48-inch water transmission main - USAF-PACAF-HJZH-24-2-0061. Anchorage Water and Wastewater Utility.
Ordinance No. AO 2026-67, an ordinance of the Municipality of Anchorage authorizing the disposal by perpetual, non-exclusive telecommunications and electrical easement to Chugach Electric Association, Inc. to install facilities to provide service to a new maintenance and operations facility on municipal property, legally described as a portion of Tract J, Port of Anchorage Subdivision Addition No. 2 (Plat 2012-19) (PID 002-021-50). Real Estate Department.
Ordinance No. AO 2026-68, an ordinance of the Municipality of Anchorage authorizing the disposal by perpetual, non-exclusive telecommunications and electrical easement to Chugach Electric Association, Inc. to install facilities to provide service to the Glenn Square PRV Facility on municipal property, legally described as Tract 1A-1, Mountain View Development Subdivision (Plat 2014-77) (PID 004-082-32). Resolution No. AR 2026-117, a resolution appropriating a total of sixty-four million eight hundred sixty thousand dollars ($64,860,000) of proceeds of General Obligation Bonds as: sixteen million one hundred forty thousand dollars ($16,140,000) to the Areawide General Capital Improvement Projects (CIP) Fund (401); one million seven hundred twenty thousand dollars ($1,720,000) to the Chugach State Park Access Service Area (SA) CIP Fund (410); two million five hundred thousand dollars ($2,500,000) to the Anchorage Fire SA CIP Fund (431); thirty-eight million four hundred fifty thousand dollars ($38,450,000) to the Anchorage Roads and Drainage SA (ARDSA) CIP Fund (441); and six million fifty thousand dollars ($6,050,000) to the Anchorage Parks and Recreation SA CIP Fund (461) to pay the costs of: public safety, transit improvements, library, performing arts center and other municipal facility upgrades, Chugach State Park access improvements, fire protection, roads and storm drainage projects, and parks and recreation improvements. Resolution No. AR 2026-118, a resolution of the Anchorage Municipal Assembly stating its conditional protest regarding the renewal of beverage dispensary license #4568, with restaurant endorsement for GMRI, Inc. DBA The Olive Garden Italian Restaurant located at 800 E Diamond Blvd., Ste. 160, Anchorage, AK 99515; pending satisfaction of municipal requirements and authorizing the Municipal Clerk to take certain action (Taku/Campbell Community Council), Assembly Chair Constant.
How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.
The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
