​NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 27, 2026.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Resolution No. AR 2026-8, a resolution adopting recommendations to be forwarded to the Anchorage Metropolitan Area Transportation Solutions (AMATS) Policy Committee regarding the 2050 Metropolitan Transportation Plan (MTP) Amendment 2 Public Review Draft. Planning Department.

Ordinance No. AO 2026-2, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed eight million nine hundred ninety thousand dollars ($8,990,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of Areawide Public Safety and Transit Improvements, and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs areawide, at the Election to be held in the Municipality on April 7, 2026. Finance Department.

Ordinance No. AO 2026-3, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed six million fifty thousand dollars ($6,050,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of constructing, renovating and equipping park, trail and recreational facilities capital improvements in the Anchorage Parks and Recreation Service Area, and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs in the Anchorage Parks and Recreation Service Area, without cost to Chugiak, Eagle River, Girdwood and other taxpayers outside the service area, at the Election to be held in the Municipality on April 7, 2026. Ordinance No. AO 2026-4, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed thirty-eight million four hundred fifty thousand dollars ($38,450,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of road and storm drainage capital improvements in the Anchorage Roads and Drainage Service Area, and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs in the Anchorage Roads and Drainage Service Area, at the Election to be held in the Municipality on April 7, 2026. Finance Department.

Ordinance No. AO 2026-5, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed seven million one hundred fifty thousand dollars ($7,150,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of community facilities capital improvement projects at the Election to be held in the Municipality on April 7, 2026. Finance Department.

Ordinance No. AO 2026-6, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed one million seven hundred twenty thousand dollars ($1,720,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of access and trail improvements in the Chugach State Park Access Service Area at the Election to be held in the Municipality on April 7, 2026. Ordinance No. AO 2026-7, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed two million five hundred thousand dollars ($2,500,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of fire protection capital improvements in the Anchorage Fire Service Area at the Election to be held in the Municipality on April 7, 2026. Finance Department.

Ordinance No. AO 2026-8, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed three hundred fifty thousand dollars ($350,000) of general obligation bonds of the Municipality of Anchorage to pay the costs of public safety improvements (Police) in the Anchorage Metropolitan Police Service Area at the Election to be held in the Municipality on April 7, 2026. Ordinance No. AO 2026-1, an ordinance of the Anchorage Assembly amending the Board of Equalization process under Anchorage Municipal Code Chapter 12.05, Real and Personal Property Assessment and Taxation, General Provisions.  Finance Department.

Ordinance No. AO 2026-10, an ordinance of the Anchorage Municipal Assembly to promote safe public spaces by amending Anchorage Municipal Code Chapters 8.10 and 8.30 to expand prohibitions on unsafe and inappropriate conduct and provide criminal penalties. Mayor LaFrance, Assembly Members Johnson and Perez-Verdia.

Ordinance No. AO 2026-11, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Section 11.70.060 to establish free transit fares for seniors on Fridays. Assembly Members Baldwin Day, Martinez, and Volland.

Ordinance No. AO 2026-12, an ordinance of the Anchorage Municipal Assembly amending the sunset provision for the Urban Design Commission in Anchorage Municipal Code Section 4.40.125.  Assembly Vice-Chair Brawley.

Ordinance No. AO 2026-14, an ordinance of the Anchorage Municipal Assembly providing for the submission to the qualified voters of the Municipality of Anchorage at the regular election to be held on April 7, 2026, the question of whether to approve a Special Tax Levy for 2026 only dedicated to payment of operational expenses to the Anchorage School District. Mayor LaFrance and Vice Chair Brawley and Assembly Members Baldwin Day and Rivera.

Ordinance No. AO 2026-15, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality of Anchorage a ballot proposition amending Article 16 of the Home Rule Charter to remove outdated language about the former Anchorage Telephone Utility. The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
