NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 23, 2024.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:   

Ordinance No. AO 2023-136, an ordinance of the Anchorage Municipal Assembly amending Building Codes at Anchorage Municipal Code Chapter 23.10, Anchorage Administrative Code 2018 Edition, to allow optional independent plan review of structural design for commercial building permits, Assembly Members Cross, Sulte and Mayor Bronson. 

Ordinance No. AO 2024-6, an ordinance of the Anchorage Municipal Assembly waiving or modifying certain provisions of the Anchorage Municipal Code, including Title 21, Land Use Planning, and Title 15, Environmental Protection, to allow for temporary snow disposal sites due to the large volume of snow and insufficient locations to place the snow; to include a streamlined permitting process, and appeal process under Title 14, and allowing for discretionary waivers deemed in the public interest, Planning Department.   

Ordinance No. AO 2024-3, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $1,500,000 of general obligation bonds of the Municipality of Anchorage to pay the costs of Public Safety Improvements (Police) in the Anchorage Metropolitan Police Service Area at the election to be held in the municipality on April 2, 2024, Finance Department. 

Ordinance No. AO 2024-4, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $47,110,000 of general obligation bonds of the Municipality of Anchorage to pay the costs of Road and Storm Drainage Capital Improvements in the Anchorage Roads and Drainage Service Area, and the question of an increase in the Municipal Tax Cap Limitation to pay associated operations and maintenance costs in the Anchorage Roads and Drainage Service Area, at the election to be held in the municipality on April 2, 2024 and amending the 2024 General Government Capital Improvement Budget (CIB), Finance Department.

Ordinance No. AO 2024-5, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $8,100,000 of general obligation bonds of the Municipality of Anchorage to pay the costs of Areawide Cemetery Capital Improvement Projects, and the question of an increase in the Municipal Tax Cap Limitation to pay associated operations and maintenance costs areawide, at the election to be held in the municipality on April 2, 2024 and approving and adding projects to the Areawide 2024 Capital Improvement Budget to include the Cemetery Capital Improvement Projects, Finance Department.

Ordinance No. AO 2024-7, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $4,350,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of constructing, renovating and equipping park, trail and recreational facilities capital improvements in the Anchorage Parks and Recreation Service Area, and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs in the Anchorage Parks and Recreation Service Area, without cost to Chugiak, Eagle River, Girdwood and other taxpayers outside the service area, at the election to be held in the municipality on April 2, 2024, Finance Department.

Ordinance No. AO 2024-8, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $4,060,000 of general obligation bonds of the Municipality of Anchorage to pay the costs of areawide public safety and transit improvements, and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs areawide, at the election to be held in the municipality on April 2, 2024, Finance Department. 

Ordinance No. AO 2024-9, an ordinance submitting to the qualified voters residing in the Upper O'Malley Limited Road Service Area (LRSA) of the Municipality at the Regular Municipal Election April 2, 2024, a ballot proposition to alter the boundaries of said Service Area by removing all of the Rockridge Drive right-of-way between O'Malley Road and East 112th Avenue from the Upper O'Malley LRSA; and submitting to the qualified voters residing in the Anchorage Roads and Drainage Service Area (ARDSA) at the Regular Municipal Election April 2, 2024, a ballot proposition to alter the boundaries of ARDSA by annexing all properties adjacent to the Rockridge Drive right-of-way between O'Malley Road and East 112th Avenue, both propositions to be effective only if both are approved by the voters respectively, and accordingly amending service area maps in Anchorage Municipal Code section 27.30.700, Assembly Members Sulte and Johnson. 

Resolution No. AR 2024-15, a resolution of the Municipality of Anchorage appropriating an amount not to exceed $1,300,000 from Unrestricted Net Equity to the Solid Waste Services (SWS) Refuse Collections Utility Operating Fund (560000), SWS Department for debt payments and amending the 2023 Operating Budget.​

Resolution No. AR 2024-16, a resolution of the Municipality of Anchorage appropriating Operating Projects Committed General Fund (190000) Fund Balance in an overall amount not-to-exceed $3,622,556.92 to the Operating Projects Committed General Fund (190000) to continue previously appropriated project purposes in 2024, within multiple departments, Office of Management and Budget.

Resolution No. AR 2024-32, a resolution of the Municipality of Anchorage appropriating $1,500,000 of Alcoholic Beverages Retail Sales Tax Fund (206000) Fund Balance to the Alcoholic Beverages Retail Sales Tax Fund (206000), Anchorage Health Department and $500,000 of Areawide General Fund (101000) Fund Balance to the Anchorage Health Department, to be used for Emergency Cold Weather Shelter costs, Assembly Members Brawley and Rivera.​

The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
