NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:
The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of December 16, 2025. The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:
Resolution No. AR 2025-345, a resolution approving a Collective Bargaining Agreement between the Municipality of Anchorage (MOA) and the Anchorage Municipal Employees Association (AMEA). Human Resources Department.
Ordinance No. AO 2025-135, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 1.40.020 to adopt a new, or affirm the current, corporate seal of the Municipality. Assembly Chair Constant.
Ordinance No. AO 2025-135(S), an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 1.40.020 to adopt a new, or affirm the current, corporate seal of the Municipality. Assembly Chair Constant.
Resolution No. AR 2025-359, a resolution of the Municipality of Anchorage appropriating transfers in amounts not-to-exceed: five hundred ninety-thousand dollars ($590,000) from the Areawide General Fund (101000) and five hundred eighty-five thousand dollars ($585,000) from the Anchorage Building Safety Service Area Fund (163000) all to the Areawide General Capital Improvement Projects Fund (401800), all within the Development Services Department for new permit software.
Ordinance No. AO 2025-137, an ordinance authorizing the Municipality of Anchorage, Anchorage Water & Wastewater Utility (AWWU) to convert a portion of water main, located on International Industrial Subdivision Block 1 Lot 2, to a privately owned water service extension located within a 10-foot utility easement to be vacated by Plat Case S12805. Anchorage Water & Wastewater Utility.
Ordinance No. AO 2025-138, an ordinance submitting to the qualified voters residing in the Bear Valley Limited Road Service Area (LRSA) at the Regular Municipal Election on April 7, 2026, a ballot proposition to provide a maximum mill levy of 2.25 mills for the Bear Valley LRSA for road maintenance and snow plowing, and amend Anchorage Municipal Code Section 27.30.370, retroactive to January 1, 2026. Ordinance No. AO 2025-139, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Title 7, Purchasing—Procurement, Contracts, Grants, and Surplus Property to address indefinite delivery/indefinity quantity procurements, to clarify when Assembly approval is required for certain contract types and amendments, and to expand the scope of allowable grants. Chief Administrative Office.
Resolution No. AR 2025-369, A resolution of the Anchorage Municipal Assembly regarding the renewal of Municipal Marijuana retail license #M10236 for Cannabaska and manufacturing license #M25205 for Cannabaska Concentrates; stating the Assembly's conditional protest of the renewal of State of Alaska Marijuana License #10236 and #25205 for the same establishments, respectively; and authorizing the Municipal Clerk to take certain action (Midtown Community Council), Chair Constant.
Resolution No. AR 2025-370, A resolution of the Anchorage Municipal Assembly regarding the renewal of State of Alaska Marijuana cultivation license #10237 for AlaskaSense and retail license #10254 for Cannabaska; stating the Assembly's conditional protest; and authorizing the Municipal Clerk to take certain action (Midtown and Downtown Community Councils), Chair Constant.
Resolution No. AR 2025-371, A resolution of the Anchorage Municipal Assembly regarding the renewal of Municipal marijuana manufacturing license #M32685 for Blüm, LLC DBA Aurora Blum; stating the Assembly's conditional protest of the renewal of State of Alaska Marijuana License #32685 for the same establishment, respectively; and authorizing the Municipal Clerk to take certain action (Spenard Community Council), Chair Constant.
Resolution No. AR 2025-372, A resolution of the Anchorage Municipal Assembly regarding the renewal of Municipal marijuana cultivation license #M10237 for AlaskaSense, LLC DBA AlaskaSense after extended temporary license expiration; and authorizing the Municipal Clerk to take certain action (Midtown Community Council), Chair Constant.
How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.
The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
