NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of April 14, 2026.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2026-34, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 3.30., Personnel Rules, Part 2, and Chapter 6.10. to require the number of full-time equivalent positions for each municipal department, office and agency to be included and approved in the annual General Government Operating Budget and established as an upper limit, require an approval procedure and reporting for exceeding that limit throughout the fiscal year; to authorize the Assembly Chair or designee oversight of employee position changes and allocations in the legislative branch; and waiving Personnel Rules Committee review. Assembly Member Goecker.​

Ordinance No. AO 2026-36, an ordinance of the Municipality of Anchorage authorizing the disposal of real property, at less than fair market value, legally described as Lots 1A and 23A Justamere Ranch Subdivision No. 2 (Plat P-186C) (PIDS 005-042-01 and 005-042-23) to Habitat for Humanity Anchorage, a nonprofit corporation, for the purpose of housing development. Real Estate Department.

Resolution No. AR 2026-57, a resolution of the Municipality of Anchorage appropriating one million two hundred forty-two thousand nine hundred sixty-nine dollars ($1,242,969) from the Chugiak Fire Service Area Fund (104000) Fund Balance to the 2026 Operating Budget Chugiak Fire Service Area Fund (104000) as a transfer and appropriating said transfer to the Chugiak Fire Service Area Capital Improvement Project (CIP) Fund (404), Anchorage Fire Department, to fund the purchase of new fire apparatus and amending the 2026 Capital Improvement Budget.

Ordinance No. AO 2026-37, an ordinance amending Anchorage Municipal Code (AMC) Tables 21.06-1 Table of Dimensional Standards – Residential Districts and 21.10-6 Table of Dimensional Standards – Chugiak-Eagle River Residential Districts, to update the setback requirements in the R-6 Low-Density Residential (1 Acre) District and CE-R-6 Low-Density Residential, in Anchorage and Chugiak-Eagle River. (Planning and Zoning Commission Case No. 2026-0012). Planning Department.

Ordinance No. AO 2026-38, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 7.15.070 to modify permitted amendments. Department of Law.

Resolution No. AR 2026-61, a resolution of the Anchorage Assembly authorizing the disbursement of an amount not to exceed five million two hundred thousand dollars ($5,200,000) from the Anchorage Regional Landfill Closure and Post-Closure Investment Fund and depositing such funds into the Solid Waste Services Disposal Utility Operating Fund 562000. Public Finance and Investments Division.

Ordinance No. AO 2026-39, an ordinance authorizing and providing for the issuance of not to exceed one hundred million dollars ($100,000,000) in aggregate principal amount of tax anticipation notes; fixing certain details of said notes; providing for the form and manner of sale of said notes; pledging the receipts from ad valorem property taxes to be collected during year 2026 and the full faith and credit to the payment thereof; and delegating certain matters to the Chief Fiscal Officer in connection with the sale or placement of the notes. Finance Department.

Ordinance No. AO 2026-40, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 7.10.010 and Chapter 7.20 to create a veteran-owned business preference program for specific contracting categories. Assembly Members Goecker and Baldwin Day.

Ordinance No. AO 2026-41, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 27.20.135 pertaining to Chugiak, Birchwood, Eagle River Rural Road Service Area (CBERRRSA) Board of Supervisors to add criteria for community council representation on the CBERRRSA Board of Supervisors. Assembly Members Goecker and Myers.

Ordinance No. AO 2026-42, an ordinance of the Anchorage Municipal Assembly repealing and reenacting Anchorage Municipal Code Chapter 10.80, Licensing and Regulation of Marijuana Establishments, to incorporate certain provisions of applicable state law and future amendments to them for operation requirements and restrictions, update and clarify Municipal Marijuana Licensing Regulations, amending AMC Section 10.10.015 regarding records related to Municipal License Applications, and amending AMC Section 14.60.030,  Fine Schedule, accordingly, and related matters. Assembly Chair Constant and Assembly Vice-Chair Brawley.

​How to Testify: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearing items.​

The public may participate in person, through written comments, or by phone. There is no sign-up for in-person testimony - the Chair will invite the public to speak on a first come basis during the Assembly Meeting. Please do not sign up to provide phone testimony if you plan to attend in person.
