Voting by Secure Document Portal
All registered, qualified voters have a right to vote. The Municipality of Anchorage Elections team works hard to offer accessible voting options to all registered voters, which now also includes a Secure Document Portal that enables voters to complete and return their ballot electronically.​
​Municipality of Anchorage Elections implemented the Secure Document Portal in the 2025 Regular Election after the Anchorage Assembly approved it and​​​ amended Municipal Code in August 2024.  Out of 60,455 votes cast, 136 voters used this voting method.

Why would I vote by Secure Document Portal?

  • The Secure Document Portal provides a safe and convenient way to vote if you are away from home during the election—whether you are stationed overseas, attending college, working on the slope, on vacation, etc.

  • The Secure Document Portal is an accessible way to vote from home for voters with disabilities.
     
  • All that you need is a device with an internet connection. You don't need to print or scan physical documents.
Among those 136 voters who took the opportunity to vote by Secure Document Portal in 2025, we received feedback from voters that they appreciated an easier way to vote while they travel, and that they especially liked not having to print or scan physical documents. 

How does it work?

  • Like our other accessible voting options, voters must apply to vote by Secure Document Portal. Voters are encouraged to submit their applications as soon as possible, but they must be received by 5:00 p.m. on Monday, April 6, 2026

  • ​Voters can request an application to vote by secure document portal by emailing elections@anchorageak.gov or calling our Voter Hotline at 907-243-VOTE

  • Vot​​ers are required to provide an identifier to maintain election security. The​​ MOA Elections Team verifies the voter's information and signature, then activates the voter's portal.
     
  • Secure Document Portal links are emailed to voters in the order that the applications are received, beginning the week of March 17, 2026 when paper ballots are also mailed.
     
  • After receiving the link, voters log in using their personal identifier and complete a virtual ballot.

  • The voter's virtual ballot is transmitted to the MOA Election Center, where it is printed and processed by election officials alongside all other returned ballots.

  • Voters using the Secure Document Portal must submit their ballot by 8:00 P.M. on Election Day

What happens if I don't receive the email with my Secure Document Portal link?

  • ​If you do not receive the link to your ballot by Monday, April 6, 2026, call 907-243-VOTE (8683) before noon AKDT to obtain a replacement link.

How can I trust that my vote is secure?

  • The Secure Document Portal – also known as “OmniBallot "– is hosted by Democracy Live, and has been used in over 5,000 elections, serving nearly 20 million voters, since 2008.

  • Democracy Live's portal has been tested by 1500 independent cybersecurity researchers and is monitored 24/7 by an independent cybersecurity firm.

  • No ballots are tabulated via Democracy Live's portal; all ballots are returned, reviewed and processed at the MOA Elections Center by sworn election officials. A voter-verified paper ballot is available for a hand recount if necessary

  • The Secure Document Portal is not a product of the Mobile Voting Project.
