Job Title:  Election Observer Liaison (2 positions)

Job Information: Open to the general public and any current Municipality of Anchorage Employee. These are temporary, executive position (no union affiliation) and are subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

Salary:  Depends on experience.  Please include salary requirements with application. 

DEPARTMENT: Assembly - Elections
HOURS OF WORK: Monday through Friday; primarily between 8:00 a.m. – 5:00 p.m., January 2022-approximately May 1, 2022; occasional Saturdays and evening work is required. 
LOCATION: MOA Election Center, 619 E. Ship Creek Avenue, Suite 100, Door D, position is in-person.

Example of Duties

Provide election support for the Municipal Clerk's Office prior to and immediately after regular, special, or runoff municipal elections. Serve as the liaison between Election Observers and the MOA Elections Team.  The Election Observer Liaison will perform the following duties: 

  • Understand and communicate MOA Elections processes in municipal code and other laws and regulations. 
  • ​Understand and implement MOA Elections Observer Handbook by assisting the public, candidates, campaign managers, and observers in person, using multi-line telephone systems, and via email.  
  • Provide training, in conjunction with MOA Elections Team, to election observers.
  • Conduct tours of the Election Center for Election Observers; and, on occasion, members of the public.  
  • Perform other election related duties as assigned or required.


The Election Observer Liaison must also understand and may also perform a variety of the following duties of all election workers:

  • Assist voters at a vote center by: utilizing a Microsoft Access database to determine the appropriate ballot for each voter; determining when a voter must vote a questioned ballot; applying voting rules and procedures regarding ballot accountability, election observers, etc.  
  • Assist with review of initiative or referendum petition signatures.    
  • Prepare election supplies and equipment, conduct data entry, review voter qualifications, and prepare and mail replacement ballot packages.    
  • Prepare form letters in Microsoft Word, including using mail merge, prepare checklists and spreadsheets in Microsoft Excel, operate the mail sorter machine, conduct signature verification, and operate scanners, fax machine, letter opener machine, and other office machines.    
  • Assist the public in person, using multi-line telephone systems, and via email.    
  • Perform other election related duties as assigned or required.

  • A driver's license and current vehicle insurance will be required if the selected position requires driving between various work locations.​
  • Ability to take an oath of office and are prohibited from engaging in partisan politics in any manner, as detailed in Anchorage Municipal Code section 2.20.055D.   
  • Must be a registered voter in the State of Alaska and the Municipality of Anchorage, or able to become a registered voter. 
  • Must have previous customer service experience.
  • ​Must have experience with Microsoft Word and Microsoft Excel.


Preferences:

  • ​Must have experience reading, understanding, and implementing municipal code and regulations, or state statutes, or federal law or regulations. 
  • Previous Election experience
