Meet The Staff
Kevin Spillers, Director, Office of Emergency Management
Kevin Spillers is a native of Columbus, Ohio and graduated from Ohio State University in 1977 with a B.S. in Social Studies Education. Completing his initial military training while attending Ohio State, he was commissioned a 2nd Lieutenant in the United States Marine Corps upon graduation. During a thirty-one year career, he served in a variety of operational and instructor assignments in the Continental U.S. and with forward deployed units overseas. As an instructor, his tours included Commanding Officer of a Marine Corps Helicopter Training Squadron and Director of Training for the Expeditionary Warfare Training Group, Pacific in San Diego, California. In addition to his undergraduate degree, he also earned an M.A. in Instruction and Adult Education from Central Michigan University in 2006. In December 2008 he began his career with the Municipality of Anchorage, and officially retired as a US Marine Corps Colonel in February 2009.
Nikki Stokoe, Sr. Office Associate 343-1401
Nikki has worked for the Office of Emergency Management since 1999. She serves as the senior administrative staff and is responsible for the scheduling and coordination of all events and meetings held at the OEM facility. She coordinates all tours of the EOC and is lead staff for answering public inquiries. Nikki is also primary staff support for the Anchorage Local Emergency Planning Committee.
Craig Fetterman, Budget and Grants Manager 343-1405
Craig is responsible for managing the agency budget and grant portfolios. In addition to ensuring that all OEM programs remain compliant with federal and state regulations, he prepares all grant and budget reporting documents. Craig also administers, prepares, and coordinates all OEM contracts and regulates and reconciles purchases for a number of Municipal departments.
Rob Fitch, Emergency Programs Manager 343-1404
Rob is responsible for the development and coordination of all emergency exercises and for the recruitment, training and testing of EOC Response Teams. He has designed and coordinated several large exercises, including Alaska Shield/Northern Edge; and has designed various exercises to challenge the EOC Response Team members and staff. Rob is a graduate of the University of Phoenix where he received his Masters in Business Administration.
Michelle Torres, Emergency Programs Manager 343-1407
Michelle is responsible for the Division's Emergency Preparedness Community Outreach & Education Programs. She delivers educational presentations and training to local community groups, schools, non-profits and advocacy groups, private organizations and other government agencies. She is the Public Information Officer for the Division and also lead staff for the Disaster Registry. Michelle is a graduate of the University of Alaska, where she received her A.A.S. in Fire Science and Emergency Services, and her B.S. in Science Technology with a minor in Psychology. She is currently completing her Master of Science degree in Career and Technical Education with the University of Alaska, Anchorage.
