| April 14, 2026 Re: Ordinance No. AO 2026-48 (PZC cases 2025-0131 & 2025-0146) Great Land Trust supports the rezoning of the proposed municipal park and recreational lands to Parks and Recreation (PR) zoning district Dear members of the Anchorage Assembly: Great Land Trust is an independent, non-partisan, non-profit land conservation organization founded by Alaskans in 1995 with a mission: “to conserve and steward lands and waters essential to the quality of life and economic health of Alaskans.” GLT seeks to protect the integrity of natural ecosystems, wetlands and streams, public access to recreational lands, and conserve lands important for towns and cities. The Municipality of Anchorage and GLT have built and maintained a valuable and productive partnership for more than 30 years, resulting in the permanent protection and diligent management of exceptional properties throughout the city of Anchorage. We are proud of our mutually beneficial relationship and anticipate completing numerous projects together for the benefit of our city and Anchorage residents in the near- and long-term future. Our work together includes the creation and permanent conservation of a number of the park and recreational lands proposed for rezoning in this ordinance including Tanglewood Park, Campbell Creek Estuary Natural Area, Fish Creek Estuary, Fish Creek Greenbelt-LaHonda, and Potter Marsh Watershed Park, all of which GLT donated to the Municipality of Anchorage while retaining a perpetual conservation easement on the properties to protect the public open space and habitat. Great Land Trust supports the work of the municipal staff and Anchorage Assembly to rezone the existing public parklands citywide from various zoning districts to Parks and Recreation (PR) zoning district as introduced in Ordinance AO 2026-48. This administrative action will result in increased clarity of land use; consistency in park land management and protections; and assist in avoiding costly and complicated misunderstandings around the intent and allowed uses of parkland that can ignite controversy and threaten the future of park lands. We appreciate the opportunity to provide support for this ordinance and thank you all for your dedication and hard work on the Assembly and for all that you do to make Anchorage a wonderful place to live, work, and recreate. | Approving this ordinance may limit the amount of area that is usable in smaller parks, especially when L2 Landscaping is required around the perimeter of the park. The Parks Zoning designation does have a very limited number of permitted uses and may impact smaller parks and current land uses in some of the parks. Perhaps rezoning larger parks may be more appropriate. | |
