| I am a member of the Spenard Community Council and I oppose this license. We have had to deal with this establishment in the past because there was a large degree of lawlessness with fights, a shooting and partying in the parking lot. It took a lot of effort on the part of volunteers, the Westside Patrol and the APD to get this business under control and the liquor license taken away. This license isn't proper for a day to day business. They would be skirting around the restrictions that other businesses must follow and that isn't fair to the other business owners. And more importantly, this area is saturated with places one can get wine, beer and hard alcohol. The owners have not bothered to present themselves to the Spenard Community Council, we don't have any assurances of what kinds of people they are trying to attract to their business, if they will be responsible owners and how they would work with the neighbors and the community if any problems arise. | |

| As a long time resident in the Spenard area, I have seen change for the positive regarding alcohol related incidences in this community. Spenard has reached a level of safety that is reassuriing. Adding a venue for alcohol use always opens the door to an increase in crime. Spenard has a sufficient number of places that serve alcohol. One more place serving alcohol only decreases the likelihood of the continued safety and peace residents now experience. The safety of homes and businesses should be the #1 priority serving all vs adding a service that serves few and opens that door for a negative impact in the community. It is also important to have venues within the community that are alcohol-free. I believe this shows a greater concern and support to the community by providing a place of entertainment for those who enjoy a recreational environment without alcohol. I highly recommend denying a license for the Use Permit for alcohol beverage recreational site use to Minnesota Billiards owners. | |

| I am writing to inform you about Spenard Community Council's feelings of the above referenced liquor license application: we are strongly opposed to this license being granted. The applicant has not contacted the Council so we have no reason to believe that the operation will be conducted in a responsible manner. In years past, this strip mall was plagued with problems, drinking and violence in the parking lot etc. The floor plan design requires all patrons to pass by the bar, even to get to the "dry" portion of the pool hall. Despite the alcohol related problems Spenard suffers, despite the fact that there are more licenses in Spenard than we want, the SCC is on record of supporting some liquor license applications - those that the applicants have introduced themselves to us, conversed with us, worked with us so that we feel that they will be a positive influence and a part of our community. Minnesota billiards has done none of this. Please convey our feelings to the State, do whatever you can to dissuade them from granting this license.
