At the 09/16/10 and 10/21/10 Chugiak Community Council (“Council”) meetings, Tim Potter/DOWL-HKM, representing Eklutna, Inc., presented Eklutna, Inc.’s plans to amend their gravel operation at Eklutna Site 1. This site is adjacent to the Eklutna River and to the Native Village of Eklutna (NVE). Potter described the site and how local residents have supported the operation so far. Potter explained that major road projects require asphalt for paving at night, that is, during periods of low traffic. However, Eklutna Site 1’s operation is prevented from fully competing for such local asphalt-paving contracts since the provisions in its current master plan limit its nighttime operations. To better compete for such paving jobs, Eklutna, Inc. would like to extend the hours of its asphalt operation. All the gravel operations, stockpiling, etc. would still occur during the day. Potter stated that the proposed amendment was supported by NVE. It was also noted that, at the 09/16/10 Council meeting, several residents specifically attended to show support for the proposed amendment, including NVE residents. ------ At the 10/21/10 Council meeting, the Council discussed Planning & Zoning Case No. 2011-014. This case is a request to increase the number of occurrences of extended hours of operation (to 24 hours) for Eklutna Site 1’s asphalt operation from the currently permitted 12 occurrences to 60. The case is scheduled to go before the Planning and Zoning Commission on 02/07/11. ------ The Council unanimously passed a motion to recommend that this request be approved with the condition that all daytime noise reduction measures also be applied to the nighttime operations.
