| At the 01/15/09, 02/19/09, and 03/19/09 Chugiak Community Council (“Council”) meetings, representatives from Eklutna, Inc. and DOWL-HKM presented Eklutna, Inc.’s plans to expand their Eklutna River gravel operation near the Native Village of Eklutna (NVE). Specifically, Eklutna, Inc. would like to add more acreage to the north for additional phased gravel extraction and to create a fill site for unusable organic fill. ------ At the 03/19/09 Council meeting, the Council discussed Planning & Zoning Case No. 2009-045. This case is a request by Eklutna, Inc. for a conditional use for a natural resource (gravel) extraction of approximately 75.16 acres in the T and R-7 Zoning Districts located southwest NVE and east of the Alaska Railroad. The case is scheduled to go before the Planning and Zoning Commission on 04/06/09. ------ The Council unanimously passed a motion to recommend that this request for a conditional use be approved with the following conditions: 1) Apply the same uses and conditions as specified in P&Z Resolution No. 2007-011 (P&Z Case No. 2007-002) for the natural resource extraction site plan for “Site 1, Phase 1”; 2) Limit hours of operation to 7:00 a.m. to 6:00 p.m., Monday through Saturday, with no holiday or Sunday operations; and 3) Allow no extended hours of operation. Specifically, do not apply any extended hours of operation as was permitted for “Site 1, Phase 1” via P&Z Resolution No. 2008-068 (P&Z Case No. 2008-117). | |
