| At the 09/18/08 Chugiak Community Council (“Council”) meeting, the Council discussed Planning & Zoning Case No. 2008-117. This case is an amendment to an approved master plan (Case No. 2007-002) to extend the hours of operation for gravel extraction at Eklutna Site 1. Eklutna Site 1 is located just south of the Native Village of Eklutna. The case is scheduled to go before the Planning and Zoning Commission on 09/29/08. _____ Chugiak is home to most of the gravel operations in the Municipality. The Council has gone on record with its past support of local extraction and fill sites but only under the condition of limited hours of operation. Typically these hours of operation are 7:00 a.m. to 6:00 p.m., Monday through Saturday, excluding Sunday and holidays. _____ Under the current approval conditions for Eklutna Site 1, operation hours for extraction, processing and transporting of material are limited to 7:00 a.m. to 6:00 p.m., Monday through Saturday, excluding Sunday and holidays. Case No. 2008-117 seeks to extend their hours of operation from 7:00 a.m. to 6:00 p.m. to 24 hours on twelve occurrences where an occurrence is defined as one 24 hour period. _____ The Council believes that this request is not a “minor” amendment as described in the MOA Planning Department’s accompanying Staff Report. Should this amendment be approved, a precedent would be set which could easily allow any existing and future gravel operation in the Municipality to extend their hours of operation. The Council is currently aware of two other Chugiak-Eagle River gravel/fill sites that would surely utilize unlimited 24 hour-operation should Planning and Zoning relax limits to such hours of operation. _____ The Council unanimously passed a motion to recommend that this request be denied. | |
