I am against this rezone. Staff report recommends against it. It puts a car wash next to Mrs. Sun's residence and surrounds her with B3 activity. This rezone gives her an undesirable neighbor for her land use and is thus taking from her for others benefit without compensation. One of zonings purposes is to defend existing land owners from obnoxious land uses. This is needed here.

If this rezone is allowed, I urge you to make this business owner comply with setback, landscaping, signage, fencing, parking and other business property requirements that are not currently being followed. It is unfair to require others in the general vacinity to comply while continuing to allow this business to be in violation!

I support the rezoning from R-3 to B-3. Muldoon is a five lane road with an extremely high volume of traffic. It makes no sense to have residential housing adjacent to such a busy thoroughfare. The lot under review is not conducive to residential living given the development that is occurring all along Muldoon. Families should be removed at least a block off from Muldoon for their own safety and the safety of the traffic on Muldoon. Muldoon is under construction and new development including the new Ace’s hardware and the incoming Walmart. This area is thriving with local businesses geared toward supporting the neighboring residents including gas stations, eating establishments, and other businesses. A quality carwash would be an ideal addition to the mix; especially a carwash with a proven record of providing a clean, safe environment for its customers such as the one on Debarr. Please do not allow a small group of individuals promote keeping the land residential when they would not choose to live on that lot themselves.

The traffic congestion over the past five years from all of the commercial development without consideration of traffic flow has created an almost unbearable situation in this area. The ratio of housing to business property is currently poor at best. I do not want to see anymore residential property rezoned as business property in the Muldoon area. The WalMart rezoning scam will place more damage to the community and traffic flow than we are currently experiencing. I wish the Assembly would put a stop to this destruction of our community and the increased traffic endangerment of children attending the new school across from Fred Meyer. There is already enough vacant business property littering the area.....Walmart and other rezoning will just create more. If you care about Anchorage, you will not allow this to continue.

Having lived in Anchorage in the past, I believe that the proposed car wash on Muldoon Road will be an asset to the area. Certainly not having to drive across town to a car wash will help cut traffic down. Also the rezoning is consistent with the Anchorage 2020 plan. The current car wash that the applicant has built on Debarr Road is attractive and a real asset to the community. Thank you for the opprotunity to respond.

Dear Sirs, I am in support of a new automatic carwash located on Muldoon Road. I am familiar with the existing Grimefighters carwash on Debarr and know that the business has been well received by that neighborhood and community. The particular parcel of land in question on Muldoon Road has not been developed for residential purposes for obvious reasons. It is an undesirable location for a residential unit. It is located next to a very busy five lane road that is surrounded by other local businesses and major retail stores. The re-zoning of the land parcel from residential to commercial is in conformance with the Anchorage 2020 Comprehensive Plan and the local community council has already overwhelmingly supported the project, 15 in favor and only 4 opposed. Any new business in the are will also provide number of jobs for the local population, and give an economic boost to the area

I am in favor of the planned automatic car wash along Muldoon Rd. I think it will add an invaluable service to the area and it's residents, in addition to providing some necessary jobs for the local community. The developer has shown that they are capable of building and maintaining an attractive business. This is consistent with future plans for the area, which is becoming a major thoroughfare with a number of large retailers already operating, with more planned. This project would be consistent with the Anchorage 2020 Comprehensive Plan, which calls for business development in the town center surrounded by residential areas. The Muldoon Community Council has already endorsed this project, voting in favor of it's development by a margin of 15-4. This lot is not a desirable place for residential development. It borders Muldoon Road, a very busy five-lane thoroughfare with businesses operating the length of it from Debarr Road north to the highway. No one has developed a residential unit on the property because it is such undesirable location for a dwelling. What better place to put an established, locally-owned business that will develop and maintain an attractive building and landscaping? The Municipality Planning Department should proceed with the rezoning, already supported by the local community council. John Hume

Muldoon Road could use a good car wash and most of the people in Muldoon support this project. It sucks when a small group of anti's get involved and try to overturn the public will and process. Rezone the property and let the developers build a nice car wash on Muldoon Road.

I would like to express my support for the planned car wash along Muldoon Rd for the following reasons: 1) This project is totally consistent with the recommendations in Anchorage 2020 Comprehensive Plan. It calls for business in the town center surrounded by residential. To meet that end, Muldoon Road as one of the busiest road in Muldoon is an excellent place for the community’s business development. 2) There is no automatic carwash (a necessity in winter) in the entire east end of Anchorage and one is needed. 3) The project developers have proven that they can build an attractive carwash that works well with the overall community development with the one they built on DeBarr Road. 4) The Muldoon Community Council voted to, overwhelmingly, support the project. 5) Muldoon supports the project. And the community is better overall for it. 6) Muldoon Rd may have been conducive for residential build out when it was only two lanes. Unfortunately, for the nay-sayers (generally opposed to any sort of development) progress has continued. As a five lane major thoroughfare, Muldoon Rd is no longer conducive for residential development. In short, it is a business corridor. Please do not let a small, yet vociferous, band of anti development folks, inveigle you into thinking that there is widespread opposition to this project. In fact the opposite is true. With the community and community counsel supporting it and it fitting squarely into the 2020 plan, the Municipality Planning Department should move ahead with the rezone. Best regards, Thomas Lochner

Check my address, I live just off muldoon, not in South Dakota or even south Anchorage.Instead of putting high traffic car washes and other business right off muldoon road why can't we make it like 15th. ave or Ingra with new land scaping and better traffic managemant. At the rate we are going we will have a stop light on every block to slow traffic even more. Muldoon road is likely the first impression that that many visitors to Anchorage get so I think that strip malls, car washes, and triple x advertising should be replaced with a little nicer intoduction to our town.

I am writing to provide my support to the re-zoning to business referenced herein. Muldoon Road itself is not a desirable place to live. Muldoon Road is an extremely busy and noisy road to live on with an extremely large volume of commuter traffic going to and from the Valley. Living immediately adjacent to Muldoon is dangerous for residences, especially those with families due to the volume of traffic. Businesses that are entering the area are making it a more desireable place to live for all the neighborhoods that sit a block off of Muldoon Rd. The proposed carwash provides amenities to all the multi-tenant housing and neighborhoods allowing a safe and environmentally friendly location to wash their vehicles. I understand the Muldoon Community Council supports the project and this is an overwhelming endorsement. An actively involved group of residents in their community carries a lot of influence regarding the well-being of the community overall. It would be unfortunate for this endorsement to get lost because of a disgruntled neighbor. This developer has a similar carwash located on Debarr demonstrating a clean, professional, safe, and productive contributor to the community. Muldoon will benefit greatly from this type of business within its boundaries. Thx for your consideration.

Muldoon Road is the busiest road in Muldoon and the noisiest. It is no place for residential accommodations, but it’s an excellent place for business. There is no carwash in the entire east end of Anchorage and one is needed. There may be a developing shortage of residential land in Anchorage but residential frontage on Muldoon Road isn’t the answer. These developers have proven that they can build an attractive carwash with the one they built on DeBarr Road. A vote was taken by the Muldoon Community Council which overwhelmingly supports the project. Too often the small group that loses one battle keeps at it until the other side doesn’t show up and the result is the public will is overturned. Muldoon supports the project. Only a handful of people who are anti everything oppose this. No one wants to live on Muldoon Road but it’s perfect for business. I truly believe this would be an assest to our community to allow this business. Thanks, John

Muldoon Road is busy and noisy, but it is an excellent place for business. A carwash is needed on the E. end of Anchorage. It may be that there is a developing shortage of residential land in Anchorage, but residential frontage on Muldoon Road isn’t the answer. These developers have built an attractive carwash on DeBarr Road, and this one would also obtain those goals.

At the September 20th NECC membership meeting, a presentation was made by Burt Bomhoff about his plans to build a Grime Fighters Car Wash on Lots 1-3, 11 and 12 of Sunny Acres, Block 1, along Muldoon Road. The property is currently zoned R-3 and his request was to rezone it to B-3. His request also includes rezoning to B-3 the property owned by Phillip Simon, Lots 4-6, currently home to Hollywood Auto Repair. The rezone will also affect lots 7-10. There was discussion about his business extending across the alley right of way, and access from the alley and State Street to East 10th, which currently is not improved. He would build East 10th for access into the property, and would clean up the North Fork of Chester Creek. After discussion, a motion was made: “NECC supports the proposed rezone from R-3 to B-3 for commercial development of Sunny Acres, Block 1, as it is compatible with the 2020 Plan for the Muldoon Road area. This rezone should subject improvements to a site plan review.” The vote was 15 in favor, 4 opposed, and 2 abstaining.

Stop taking away our eastside residential property and turning it into businesses. We already have 2 car washes on Muldoon Road.

Residential property is in short supply in the Anchorage Bowl and giving this over to business makes no sense Business strip zoning is not an attractive way to design are cities There is already too much vacant business property in Muldoon. Muldoon community has a long time standard of opposition to strip zone

Muldoon has too much business property and not enough residential property already. NECC has a long term position against strip zoning that dates back to a comp plan in the 90's NO MORE STRIP ZONE ON MULDOON: This property is vertually surrounded by Residential property and is incompatable with such use. The solution for grandfathered properties is eventual redevelopment compliant with the zone not eventual zone compliance to non conforming use.
