| The F St corridor plan that enters the SE corner of the PAC is actually part of Town Square and TS has a separate master plan that can not be overridden by the convention center planning process. The newly adopted Downtown comp Plan also calls for a separate process for TS independent of the DT plan. No improvements can be made to any area outside the footprint of the PAC without first going through a process that includes Town Sq. While the MOA staff report that is on the web does not show diagrams, the description talks of awnings and such, and these cannot be placed on TS property unless the master plan for it has authorized it. The staff report also mentions blocks and other installations that do not appear to adhere to the draft master plan remodel that has yet to be completed by Parks NOR does it appear to uphold the original TS plan for unimpeded drainage of a potential pond. Any structure that forms a barrier to the water and to the original plan must not be approved. Look in your files to see prior P/Z action on TS and the PAC from 1984 and realize that there have been legal cases stating where TS and PAC property is. If this connectivity plan includes any TS acreage it can not be passed without other master planning processes that include ALL of TS. | |
