Civil Division 

​​​The Civil Division provides advice to every department of the Municipality and the Assembly on legal issues raised during daily operations or special projects.  Generally, the Civil Division handles all non-criminal litigation and all civil legal issues for the Municipality. Civil attorneys represent the Municipality, its officials and its employees in lawsuits where the Municipality is a party or in administrative hearings and court appeals arising from those administrative hearings.  They regularly appear in state and federal trial courts as well as appellate courts representing the Municipality in a broad range of lawsuits. Ordinances, contracts, and any other agreements may be reviewed and drafted by Civil Division attorneys.  They assist every department of the Municipality in drafting, interpreting, and enforcing agreements to which the Municipality is a party.​


The Vehicle Impounds desk is located within the Civil Division and assists with certain categories of impounded vehicles.
