WELCOME!

AMATS is the acronym for Anchorage Metropolitan Area Transportation Solutions. Every metropolitan area with a population of more than 50,000 residents must have a designated Metropolitan Planning Organization (MPO) for transportation in order to qualify for federal highway or transit assistance. AMATS is the MPO for the Anchorage Bowl and Chugiak-Eagle River areas when federal transportation funds are used.

AMATS 2040 MTP Public Review Draft Air Quality Conformity Determination and MTP Chapter 9 - Air Quality

The AMATS 2040 Metropolitan Transportation Plan (MTP) is the long-range planning document, currently out for public review and comment until February 14th, 2020, that will recommend improvements to the surface transportation system from today to 2040 for the Anchorage Bowl and Chugiak-Eagle River. The MTP is updated every four years.  

The purpose of the Air Quality Conformity Determination (AQCD) is to ensure that federally funded transportation plans and programs do not hinder the attainment or continued maintenance of national ambient air quality standards.  Metropolitan Planning Organizations (MPOs) like AMATS, that serve areas which have been designated maintenance areas for one or more air pollutants, must perform a conformity determination prior to approving transportation plans or programs. The AMATS planning area contains both a CO Limited Maintenance Area for the Anchorage Bowl and a PM-10 Limited Maintenance Area for Eagle River, and a conformity determination must therefore be performed for these two pollutants, based on an analysis of monitoring data.  The public review draft AQCD concludes with the determination that no element of the 2040 MTP will undermine either the objective to reduce ambient CO in the Anchorage Bowl, or the ability for Eagle River to maintain compliance with the PM-10 national ambient air quality standards.
