NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of November 20, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Resolution No. AR 2018-325, a resolution approving Administrative Agreement l71 AA# 2018-01 reinserting Article 4.2, Holiday During Annual or Sick Leave, in the August 28, 2018 Collective Bargaining Agreement between the Municipality of Anchorage and the Public Employees, Local 71, retroactive to August 28, 2018, Employee Relations Department. 

Ordinance No. AO 2018-98, an ordinance repealing and reenacting Anchorage Municipal Code 26.70, to clearly define Municipal Solid Waste Services by adding definitions, updating rates, eliminating a section that surpassed its sunset date, and adding a smaller size option for automated roll-cart collection, Solid Waste Services. 

Ordinance No. AO 2018-99, an ordinance amending Anchorage Municipal Code section 26.80.050 to increase rates for the Solid Waste Services Disposal Utility. 

Ordinance No. AO 2018-100, an omnibus ordinance of the Anchorage Assembly amending Anchorage Municipal Code and Anchorage Municipal Code of Regulations to modify fees, fines, and penalties, Office of Management and Budget.  

Ordinance No. AO 2018-101, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Section 2.30.120 to update the procedure for submitting a resolution to consider whether the Assembly will protest a state liquor license application for issuance, renewal or transfer, Assembly Chair Dunbar, Assembly Vice-Chair Croft and Assembly Member Constant. 

Ordinance No. AO 2018-102, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Section 10.80.740 regarding marijuana waste disposal to conform to recent State regulation changes, Assembly Chair Dunbar, Assembly Members Petersen and Weddleton. 

Resolution No. AR 2018-332, a resolution of the Municipality of Anchorage appropriating $225,000 of Other Fines and Forfeitures Revenue from Federal Seizures and Forfeitures to the Federal/State Fine and Forfeiture Fund (257) for use by the Anchorage Police Department.  

Resolution No. AR 2018-333, a resolution of the Municipality of Anchorage appropriating $1,819,400 to the Federal Grant Funds (241) and $191,037 to the Public Transportation Capital Improvement Project Fund (485). A Federal Transit Administration Congestion Mitigation Air Quality Improvement (CMAQ) Grant, from the U.S. Department of Transportation for Transit Service Expansion and Bus Stop Improvement Projects, and appropriating $40,011 to the Federal Grants Fund (241) and $3,821 to the Public Transportation Capital Fund (485) a contribution from the 2018 Operating Budget, Areawide General Fund (101000), for local match and Municipal Central Service Agencies’ support, all within the Public Transportation Department. 

Resolution No. AR 2018-334, a resolution of the Municipality of Anchorage appropriating $537,857 as a 5339 Grant from the U.S. Department of Transportation Federal Transit Administration and appropriating $10,757 as a contribution from the 2018 Operating Budget, Areawide General Fund (101000), to the Public Transportation Capital Improvement Projects Fund (485) for facility repairs, all within the Public Transportation Department.  

Resolution No. AR 2018-339, a resolution of the Municipality of Anchorage appropriating $166,459 as a 5310 Grant from the U.S. Department of Transportation Federal Transit Administration and appropriating $32,704 as a match and contribution from the 2018 Operating Budget, Area-Wide General Fund (101000), to the Public Transportation Capital Improvement Projects Fund (485) for paratransit vehicles, all within the Public Transportation Department. 

Resolution No. AR 2018-341, a resolution of the Municipality of Anchorage appropriating $1,000,500 of Convention Center Capital Reserve Fund (202030), Fund Balance within the Convention Center Capital Reserve Fund (202030) as a contribution, and appropriating said contribution to the Areawide General CIP Fund (401800), for capital improvements at the William A. Egan and Dena’ina Civic and Convention Centers all within the Office of Economic & Community Development. 

Resolution No. AR 2018-343, a resolution of the Municipality of Anchorage reappropriating $123,869.18 of unused Areawide Contribution Revenue from completed ePlan and Hansen Capital Projects to Development Services Department equipment, safety, and fleet capital needs and $20,652.18 to Development Services Department, Areawide General CIP Fund (401800), and $103,217 to Maintenance & Operations Department, Equipment Maintenance CIP Fund (601800), Office of Management & Budget. 

Resolution No. AR 2018-346, a resolution of the Anchorage Municipal Assembly stating its protest regarding the new Package Store Liquor License #5723 for Anchorage Alehouse, LLC DBA Matanuska Brewing Company located at 2830 C St., Anchorage, AK 99503 and authorizing the Municipal Clerk to take certain action (Midtown Community Council), Anchorage AK, 99515 and authorizing the Municipal Clerk to take certain action (Taku/Campbell Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft, and Assembly Community and Public Safety Committee Chair Dyson. 

Resolution No. AR 2018-338, a resolution of the Anchorage Municipal Assembly stating its protest regarding the new Package Store Liquor License #5724 for Eagle River Alehouse, LLC DBA Matanuska Brewing Company located at 11901 Old Glenn Hwy., Anchorage, AK 99577 and authorizing the Municipal Clerk to take certain action (Eagle River Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft, and Assembly Community and Public Safety Committee Chair Dyson. 

Resolution No. AR 2018-345, a resolution of the Anchorage Municipal Assembly stating its protest regarding the new Winery Liquor License #5725 for King Street Brewing, LLC DBA King Street Brewing Company located at 9050 King St., Anchorage AK, 99515 and authorizing the Municipal Clerk to take certain action (Taku/Campbell Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft, and Assembly Community and Public Safety Committee Chair Dyson.
