NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of May 22, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2018-34, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 8, Penal Code, to add new sections for the crimes of Failure of a Mandatory Reporter to Report Abuse or Neglect of a Minor, Sexual Abuse of a Minor, Failure to Report a Violent Crime Committed Against a Child, Failure to Report a Violent Crime Committed Against an Adult, and sending an Explicit Image of a Minor; and amending section 8.10.100, Reckless Endangerment, to add a special definition of “serious physical injury” when the victim is a child, Assembly Member Dyson.   

Ordinance No. AO 2018-35, an ordinance of the Anchorage Municipal Assembly delegating parking enforcement in the Girdwood Valley Service Area to the Whittier Police Department, and amending Anchorage Municipal Code Sections 9.06.095 and 9.30.240 accordingly, Assembly Members Weddleton and LaFrance. 

Ordinance No. AO 2018-36, an ordinance of the Municipality of Anchorage, Alaska, authorizing and providing for the issuance of Not To Exceed $40,000,000 in aggregate principal amount of General Obligation Schools Bonds of the Municipality for the purpose of financing the costs of educational capital improvements for Districtwide Major Buildings Systems Renewal in the Municipality, educational capital improvements for career and technical facility education upgrades, and design, construction, expansion and renovation of school facilities; delegating certain matters to the Chief Fiscal Officer in connection with the sale of the bonds; authorizing the Chief Fiscal Officer To confirm the manner of sale of the bonds; pledging the full faith and credit of the Municipality to the payment thereof; and authorizing an amendment to Exhibit A of Ordinance No. AO 2016-47, Finance Department/Public Finance & Investments. 

Ordinance No. AO 2018-37, an ordinance of the Municipality of Anchorage, Alaska, authorizing and providing for the issuance of Not To Exceed $67,358,000 in aggregate principal amount of General Obligation General Purpose Bonds of the Municipality for the purpose of financing the costs of road and drainage improvements; renovating, replacing and renewing park facilities; public safety and transportation improvements; areawide public facilities, police and fire improvements and related capital improvement projects in the Municipality; delegating certain matters to the Chief Fiscal Officer in connection with the sale of the bonds; authorizing the Chief Fiscal Officer to confirm the manner of sale of the bonds; pledging the full faith and credit of the Municipality to the payment thereof; and authorizing an amendment to Exhibit A of Ordinance No. AO 2016-47, Finance Department/Public Finance & Investments.

Ordinance No. AO 2018-38, an ordinance of the Anchorage Municipal Assembly amending provisions of Anchorage Municipal Code Title 8 to clarify the definitions of Family Violence in Section 8.10.050 and False Information in Section 8.30.020, Department of Law. 

Ordinance No. AO 2018-39, an ordinance amending the Anchorage Municipal Code of Regulations by adding a new Chapter 25.13 allowing the Chief of the Anchorage Police Department or the Chief’s Designee to set fees for the use of weapons ranges and other training facilities by other federal, state or local law enforcement or public safety agencies, Anchorage Police Department. 

Ordinance No. AO 2018-40, an ordinance authorizing the University of Alaska (UA) to relinquish a portion of their leasehold interest in Lot 4, Block 4 by amendment; and authorizing the Municipality of Anchorage to enter into a long term lease with Lake Clark Air, Inc. as lessee, for this portion of Lot 4, Block 4, Merrill Field Replat, located between Runway 7/25 and Merrill Field Drive, Merrill Field Airport. 

Ordinance No. AO 2018-41, an ordinance authorizing the disposal by perpetual, non-exclusive electrical easements to Chugach Electric Association, Inc., to relocate existing electrical facilities in preparation for the 100th Avenue: Minnesota Drive to C Street Project, on municipal property, legally described as portions within Lots 11-14 Block 3 Patricia Subdivision (Plat 69-54) and Lots 22-25 Block 9 Olympus Subdivision (Plat 73-130) (PID 012-461-11; 012-461-12; 012-461-13; 012-461-14; 012-514-22; 012-514-23; 012-514-24; 012-514-25), Real Estate Department. 

Ordinance No. AO 2018-42, an ordinance authorizing the disposal by lease to Rancho Mesa Partners, LLC of municipal property, legally described as a portion of Tract J Port of Anchorage Subdivision Addition No. 2 (Plat 2012-19), Port of Alaska. 

Resolution No. AR 2018-124, a resolution approving Administrative Agreement #2018-02 between the Municipality of Anchorage and the International Brotherhood of Electrical Workers Local 1547 agreeing to a pay enhancement for certain Engineers-In-Training who  have obtained a Professional Engineering license, Employee Relations Department.  

Resolution No. AR 2018-126, a resolution approving Administrative Agreement #2018-02 between the Municipality of Anchorage and the International Brotherhood of Electrical Workers-Technicians Local 1547 agreeing to amend managed competition language, and agreement to consider renegotiation of Collective Bargaining Agreement, Employee Relations Department. 

Resolution No. AR 2018-134, a resolution of the Anchorage Municipal Assembly requesting that conditions be imposed by the State Alcoholic Beverage Control Board on Package Store Liquor License #3219 for LeeFamily Corporation DBA Mom and Pop’s Grocery and Liquor located at 601 W. 36th Ave., Ste. 3 and 4, Anchorage AK, 99503, and taking final action on the renewal application for this license (Midtown Community Council), Assembly Member Traini. 

Resolution No. AR 2018-145, a resolution of the Municipality of Anchorage appropriating $1,407,000 to the Anchorage Areawide General Capital Improvement Projects Fund (401100), Maintenance & Operations Department from General Obligation Bond Proceeds, for Areawide Facilities Projects, Office of Management and Budget. 

Resolution No. AR 2018-146, a resolution of the Municipality of Anchorage appropriating $1,050,000 to the Anchorage Metropolitan Police Service Area Capital Improvement Projects Fund (451100), Maintenance & Operations Department from General Obligation Bond Proceeds, for APD Facilities Projects, Office of Management and Budget. 

Resolution No. AR 2018-147, a resolution of the Municipality of Anchorage appropriating $2,288,000 to the Anchorage Fire Department for Emergency Communication Equipment and appropriating $300,000 to Maintenance & Operations Department for Fire Facility Upgrades, all to the Anchorage Fire Service Area Capital Improvement Projects Fund (431100), from General Obligation Bond Proceeds, Office of Management and Budget. 

Resolution No. AR 2018-148, a resolution of the Municipality of Anchorage appropriating $2,250,000 to the Maintenance & Operations Department for AWARN Infrastructure Upgrade, $970,000 to the Anchorage Fire Department for Cardiac Monitors and two new Ambulances, and $500,000 to the Traffic Department for School Zone Safety, all within the Anchorage Areawide General Capital Improvement Projects Fund (401100) and appropriating $888,000 to Public Transportation Department for Bus Stop Improvements, Facility Upgrades and support equipment and appropriating $300,000 to Maintenance & Operations Department for replacement of Mega Doors at Transit Maintenance Building, all to the Public Transportation Capital Improvement Projects Fund (485100), from General Obligation Bond Proceeds, Office of Management and Budget. 

Resolution No. AR 2018-149, a resolution appropriating a contribution of $800,000 approved in the 2018 Parks and Recreation Department Operating Budget from the Anchorage Bowl Parks and Recreation Service Area Fund (161000) to the Anchorage Bowl Parks and Recreation Service Area Capital Improvement Project Contribution Fund (461800), all within the Parks and Recreation Department, for the purpose of purchasing capital equipment and improving parks, trails and facilities. 

Resolution No. AR 2018-150, a resolution of the Municipality of Anchorage appropriating $225,000 of Other Fines and Forfeitures Revenue from Federal Seizures and Forfeitures to the Federal/State Fine and Forfeiture Fund (257) for use by the Anchorage Police Department. 

Resolution No. AR 2018-151, a resolution of the Municipality of Anchorage to appropriate and adopt 2016 Substantial Amendment #4 in the amount of $545,085 of 2016 National Housing Trust Funds (HTF) and 2017 Substantial Amendment #2 in the amount of $543,890 of 2017 National Housing Trust Funds (HTF) to State Direct/Federal Pass-Thru Grant Fund (231900) for the Department of Health and Human Services and to approve and adopt Substantial Amendment #2 to the 2013–2017 HUD Housing and Community Development Consolidated Plan (HCDCP) and 2016 Substantial Amendment #4 to the 2016 Action Plan and 2017 Substantial Amendment #2 to the 2017 Action Plan, Department of Health and Human Services. 

Resolution No. AR 2018-152, a resolution of the Municipality of Anchorage appropriating $500,000 as a contribution from the 2018 Health and Human Services Department, Housing and Community Services Division Areawide General Fund (101000) to the Areawide Miscellaneous Operational Grants (261010) in the Health and Human Services Department for Housing and Homelessness Initiatives.

Resolution No. AR 2018-153, a resolution appropriating $160,000 from the Rasmuson Foundation to the Miscellaneous Operational Grants Fund (261010) within the Office of Economic and Community Development for the provision of the Chief Housing Officer Grant.
