NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 29, 2019.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2018-109, an ordinance submitting to qualified voters of Anchorage, Alaska, the question of issuing General Obligation Bonds of the Municipality of Anchorage not to exceed $55,113,000 to pay the costs of capital improvements for the Anchorage School District at the April 2, 2019 Municipal Election, Anchorage School District.

Ordinance No. AO 2019-1, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $5,936,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of Areawide Public Safety and Transit Improvements and related capital improvements, and the question of an increase in the Municipal Tax Cap Limitation to pay associated operations and maintenance costs, at the election to be held in the Municipality on April 2, 2019, Finance Department. 

Ordinance No. AO 2019-2, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $3,950,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of constructing, renovating and equipping park, trail and recreational facilities capital improvements and related capital improvements in the Anchorage Parks and Recreation Service Area, and the question of an increase in the Municipal Tax Cap Limitation to pay associated operations and maintenance costs in the Anchorage Parks and Recreation Service Area, without cost to Chugiak, Eagle River, Girdwood and other taxpayers outside the service area, at the election to be held in the Municipality on April 2, 2019, Finance Department.

Ordinance No. AO 2019-3, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $3,400,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of Fire Protection Capital Improvements and related capital improvements in the Anchorage Fire Service Area at the election to be held in the Municipality on April 2, 2019, Finance Department.

Ordinance No. AO 2019-4, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $5,513,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of Areawide Facilities and Cemetery Capital Improvement Projects at the election to be held in the Municipality on April 2, 2019, Finance Department.

Ordinance No. AO 2019-5, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $32,700,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of road and storm drainage capital improvements in the Anchorage Roads and Drainage Service Area and related capital improvements, and the question of an increase in the Municipal Tax Cap Limitation to pay associated operations and maintenance costs in the Anchorage Roads and Drainage Service Area, at the election to be held in the Municipality on April 2, 2019, Finance Department. 

Ordinance No. AO 2019-6, an ordinance providing for the submission to the qualified voters of the Municipality of Anchorage, Alaska, the question of the issuance of not to exceed $3,500,000 of General Obligation Bonds of the Municipality of Anchorage to pay the costs of Public Safety Facilities (Police) and related capital improvements in the Anchorage Metropolitan Police Service Area at the election to be held in the Municipality on April 2, 2019, Finance Department. 

Ordinance No. AO 2019-7, an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters of the Municipality of Anchorage at the next Regular Municipal Election, a ballot proposition amending the Anchorage Municipal Charter to allow the Municipality to delegate enforcement of ordinances relating to abandoned and junk vehicles to designated peace officers, Mayor's Office. 

Ordinance No. AO 2019-8, an ordinance submitting to the qualified voters of the Municipality of Anchorage a ballot proposition approving easements for ongoing operation of existing Municipal Light and Power (ML&P) substations and associated buried and aerial power lines located within Goose Lake Park and Frontierland Park by Chugach Electric Association, Inc. (Chugach) after the sale of the assets of ML&P to Chugach, Department of Law

Ordinance No. AO 2019-10, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality of Anchorage at the Regular Municipal Election on April 2, 2019, a ballot proposition amending Anchorage Municipal Charter Article XIII, Finance, to permit the acquisition of leased property if the lease payments are subject to appropriation by the Assembly, Department of Law.

Ordinance No. AO 2019-13, an ordinance amending Anchorage Municipal Code Sections 26.70.060, 26.70.070, and 26.70.080, correcting an administrative error in the cart exchange rate for the refuse collection utility and effective retroactively as of January 1, 2019, Finance Department. 

Ordinance No. AO 2019-14, an ordinance authorizing a long term lease between the Municipality of Anchorage as lessor and Spernak 2019, LLC, as lessee of Lot 3A, Block 3, Merrill Field Replat Addition No. 2, located on the south side of Taxiway November, Merrill Field Airport. 

Ordinance No. AO 2019-16, an ordinance authorizing D&D Airpark, LLC, to relinquish a portion of its leasehold interest and extend its term in Lot 2, Block 8, west of Merrill Field Drive, by amendment; and authorize the Municipality of Anchorage to enter into a long term lease with D&D Airpark, LLC, as lessee, for a portion of Block 9, Merrill Field Replat, located east of Merrill Field Drive, Merrill Field Airport. 

Ordinance No. AO 2019-17, an ordinance authorizing a five (5) year lease extension between the Municipality of Anchorage (lessor) and Northern Lodging, LLC, dba Ramada Anchorage Downtown (lessee) for Heritage Land Bank Parcel 4-013, legally described as Lot 7A Block 188 Original Townsite of Anchorage (Plat 75-129) (TID 002-084-55-001), Real Estate Department.  

Ordinance No. AO 2019-18, an ordinance authorizing a lease between the Municipality of Anchorage (lessor) and Chugach Electric Association. Inc. (lessee) for municipal property legally described as a portion within Tract B Sand Lake School Site Subdivision (Plat 95-11) (PID 011-061-03), Real Estate Department. 

Ordinance No. AO 2019-19, an ordinance submitting to qualified voters of Anchorage, Alaska, the question of issuing General Obligation Bonds of the Municipality of Anchorage not to exceed $59,113,000 to pay the costs of capital improvements for the Anchorage School District at the April 2, 2019 Municipal Election, Finance Department.

Resolution No. AR 2019-2, a resolution of the Municipality of Anchorage appropriating an amount not to exceed $450,000 of Public Finance and Investments Fund (164000), Fund Balance to the Public Finance and Investments Division, Finance Department, Public Finance and Investments Fund (164000) 2018 Operating Budget to pay banking fees and investment management and custodial costs for the Municipal Cash Pool, Finance Department. 

Resolution No. AR 2019-4, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $455,150 from the Department of Homeland Security and appropriating a contribution in the amount of $151,717 from the Port of Alaska fund (570000) net position as a match for said grant, all within the Port Security Grant Program to the Port of Alaska fund (570900), Port of Alaska, and amending the Port of Alaska 2019 Capital Improvement Budget (CIB) and 2019-2024 Capital Improvement Program (CIP), Port of Alaska. 

Resolution No. AR 2019-11, a resolution of the Municipality of Anchorage appropriating a grant, when tendered, of $1,343,047 from the Federal Highway Administration (FHWA), through the State of Alaska, Department of Transportation and Public Facilities (DOT&PF), to the State Direct/Federal Pass-Thru Grants Fund (231900), to the Planning Department for the 2019 Anchorage Metropolitan Area Transportation Solutions (AMATS) Program, Planning Department.

Resolution No. AR 2019-23, a resolution of the Anchorage Municipal Assembly stating its protest regarding the renewal of package store liquor license #156 for Dong K. Kang DBA In & Out Liquor #1 located at 3601 Arctic Blvd., Anchorage AK, 99503; setting public hearing; and authorizing the Municipal Clerk to take certain action, Clerk's Office.

Resolution No. AR 2019-29, a resolution of the Anchorage Municipal Assembly approving a marijuana license and special land use permit for GreenSleeves Genetics, LLC, a marijuana cultivation facility with license number M15192, doing business as GreenSleeves Genetics, LLC, and located at 1700 N. Post Road. (Case 2019-0005)

Resolution No. AR 2019-30, a resolution of the Anchorage Municipal Assembly approving a marijuana license and special land use permit for Great Northern Manufacturing, Inc., a marijuana manufacturing facility with license number M17336, doing business as Great Northern Manufacturing, Inc., and located at 7031 Arctic Boulevard, Suite 100. (Case 2019-0007)

Resolution No. AR 2019-31, a resolution of the Anchorage Municipal Assembly approving a marijuana license and special land use permit for AK Provisions Corporation, a marijuana retail facility with license number M10686, doing business as Turnagain Herb Company, and located at 279 Crow Creek Road. (Case 2019-0006)
