NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 23, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-161, an ordinance repealing Anchorage Municipal Code Chapter 15.35, repealing and re-enacting Anchorage Municipal Code Chapter 15.30 regarding the Anchorage Clean Air Ordinance, and amending the Fine Schedule in Municipal Code Chapter 14.60, Department of Health and Human Services and Department of Law. 

Resolution No. AR 2017-397, a resolution approving Administrative Agreement P&PF AA# 2017-02 between the Municipality of Anchorage and the Plumbers and Pipefitters, Local 367 regarding types of additional work assignments as a Crew Leader, Employee Relations Department. 

Resolution No. AR 2017-401, a resolution of the Anchorage Municipal Assembly recognizing “Dale Street” and honoring the memory and community contributions of Dale Tran, Assembly Chair Traini and Mayor Berkowitz. 

Ordinance No. AO 2018-1, an ordinance submitting to the qualified voters of the Municipality of Anchorage a Charter Amendment permitting Municipal Light & Power to be sold to Chugach Electric Association, Inc. and authorizing disposal of the proceeds of sale, Department of Law. 

Ordinance No. AO 2018-2, an ordinance authorizing an additional three month lease with Bean’s Café, Inc. for the operation of a nighttime overflow shelter, Department of Law. 

Ordinance No. AO 2018-3, an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters of the Anchorage Fire Service Area (AFSA) and of the Eagle River Valley Area not currently within a fire service area a ballot proposition to annex the Eagle River Valley Area to the AFSA; and if approved then amending Anchorage Municipal Code Sections 27.30.050 and 27.30.700 accordingly, Assembly Member Demboski.

Ordinance No. AO 2018-4, an ordinance amending Anchorage Municipal Code Title 28, Elections, to implement Voting By Mail and make other changes related to municipal elections, and providing for a retroactive effective date, Assembly Chair Traini. 

Resolution No. AR 2018-7, a resolution of the Municipality of Anchorage appropriating $315,000 as a grant from the Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management and a contribution of $6,930 from Anchorage Metropolitan Police Service Area Fund (151000) Anchorage Police Department’s 2017 Operating Budget to the State Grant Revenue–Pass Thru Fund (231900) for 2017 State Homeland Security Program (SHSP) grant activities in the Municipal Manager’s Department, Office of Emergency Management. 

Resolution No. AR 2018-8, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $109,227 from the State of Alaska, Department of Education and Early Development, Division of Libraries Archives and Museums, to the State Dir/Fed Pass-Thru Grants Fund (231900), within the Library Department for the Ready to Read Resource Center Grant. 

Resolution No. AR 2018-9, a resolution of the Municipality of Anchorage appropriating the sum of $214,778 from the State of Alaska, Department of Health and Social Services as a grant to the State Direct/Federal Pass-Thru Grants Fund (231900) for the provision of Medicaid Counseling Services through the Department of Health and Human Services. 

Resolution No. AR 2018-10, a resolution of the Municipality of Anchorage appropriating $350,000.00 to the State Direct/Federal Pass-Through Grants Fund (231900) as a Transfer of Responsibilities Agreement, from the State of Alaska, Department of Transportation and Public Facilities, for the Transit Rideshare Program, all within the Public Transportation Department. 

Resolution No. AR 2018-11, a resolution of the Municipality of Anchorage appropriating $2,300,000 from the 2018  Equipment Maintenance Internal Service Operating Fund (601), Unrestricted Net Assets Account, to the 2018 Equipment Maintenance Internal Service Capital Fund (606) to purchase replacement vehicles and equipment all within the Maintenance and Operations Department.  

Resolution No. AR 2018-16, a resolution of the Anchorage Municipal Assembly appropriating $241,774 as a grant from the U.S. Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention and $5,317 as a contribution from the 2018 Anchorage Police Operating Budget, Anchorage Metropolitan Police Service Area Fund (151000), all to the Federal Grants Fund (241900), Anchorage Police Department, for the continuation of the Alaska Internet Crimes Against Children Task Force. 

Resolution No. AR 2018-17, a resolution of the Municipality of Anchorage appropriating $285,823.17, when tendered, from the State of Alaska Department of Transportation and Public Facilities to the State Direct/Federal Pass-Thru Grants Funds (231) for the Air Quality Public and Business Awareness Education Campaign in the Department of Health and Human Services.  

Resolution No. AR 2018-20, a resolution of the Municipality of Anchorage appropriating and adopting the 2017 Supplemental Emergency Solutions Grant (ESG) of $133,348 and 2013 Substantial Amendment #4, 2015 Non-Substantial Amendment #1, 2016 Substantial Amendment #3 and 2017 Substantial Amendment #1 to the Federal Grant Fund 241900 on the Housing and Community Development Years of 2013, 2015, 2016 and 2017 HUD Action Plans, for the Department of Health and Human Services.
