NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of February 27, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2018-6, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 11 and Anchorage Municipal Code of Regulations Title 11 to modernize and update provisions related to Dispatch Services and Systems, Chauffeur Licensing, and Taxicab Equipment to accommodate new and emerging technologies and modify regulations to allow taxicab businesses to remain competitive in the for hire transportation market, Assembly Vice-Chair Dunbar. 

Ordinance No. AO 2018-11, an ordinance authorizing and providing for the issuance of Not To Exceed $110,000,000 in aggregate principal amount of Tax Anticipation Notes; fixing certain details of said notes; providing for the form and manner of sale of said notes; pledging the receipts from ad valorem property taxes to be collected during Year 2018 and the full faith and credit to the payment thereof; and delegating certain matters to the Chief Fiscal Officer in connection with the sale or placement of the notes, Finance Department/Public Finance and Investments.  

Ordinance No. AO 2018-12, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 21.06.030D.6 to allow buildings with greenhouses constructed on rooftops to exceed the maximum allowable height of the district by no more than ten feet in select districts; and amending Anchorage Municipal Code Section 21.14.040 to add the definition of Greenhouse (Planning and Zoning Commission Case 2017-0129), Planning Department. 

Ordinance No. AO 2018-13, an ordinance of the Anchorage Municipal Assembly approving creation of a street light service area (SLSA), requested by petition from the property owner within the area, which SLSA includes certain real property adjacent to Old Glenn Hwy and Transport Circle, to be designated as the “Midway Industrial Park SLSA”, and to, upon Assembly approval, accordingly amend Anchorage Municipal Code Section 27.30.700 and automatically consolidate the Midway Industrial Park SLSA with the Eagle River SLSA, effective retroactively as of January 1, 2018, Public Works Administration. 

Ordinance No. AO 2018-15, an ordinance approving an Administrative Agreement between the Municipality of Anchorage and the Anchorage Municipal Employees Association, Anchorage Police Department Employees Association, General Teamsters, Local 959, and the International Brotherhood Of Electrical Workers-Technicians, Local 1547 agreeing to a Vera Whole Health Clinic Health Assessment Incentive, Employee Relations Department. 

Ordinance No. AO 2018-16, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 27.40.010 to establish highway law enforcement as a power exercised on an areawide basis, and amending Code Sections 09.06.020 and 09.06.030 to clarify the powers and duties of the Anchorage Police Department’s Traffic Unit, Mayor’s Office. 

Ordinance No. AO 2018-17, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Chapter 3.30, Personnel Rules, to add additional and clarify current Assembly-appointed classifications, update acting appointment and assignment compensation, and update language for public reports to the Assembly, Municipal Clerk’s Office and Assembly Chair Traini. 

Resolution No. AR 2018-42, a resolution of the Anchorage Municipal Assembly stating its protest regarding the renewal of Package Store Liquor License #1561 for Liquor Stores USA North, Inc. DBA Brown Jug-West Mountain View located at 131 S. Bragaw, Anchorage AK, 99508 and authorizing the Municipal Clerk to take certain action (Mountain View Community Council), Assembly Chair Traini, Assembly Vice-Chair Dunbar and Assembly Public Safety Committee Chair Croft. 

Resolution No. AR 2018-41, a resolution of the Anchorage Municipal Assembly stating its protest regarding the renewal of Package Store Liquor License #759 for Liquor Stores USA North, Inc. DBA Brown Jug- Mountain View located at 119 Klevin St., Anchorage AK, 99508 and authorizing the municipal clerk to take certain action (Mountain View Community Council), Assembly Chair Traini, Assembly Vice-Chair Dunbar and Assembly Public Safety Committee Chair Croft. 

Resolution No. AR 2018-43, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $1,758,200 from the State of Alaska, Department of Transportation as: $100,000 to the Anchorage Metropolitan Police Service Area Capital Improvement Projects as a contribution from the 2018 Anchorage Police Department Operating Budget, Anchorage Metropolitan Police Service Area Fund (151000) to the State Direct Federal Pass Through Grants Fund (231), all in the Anchorage Police Department, for Impaired Driving Enforcement. 

Resolution No. AR 2018-44, a resolution of the Municipality of Anchorage appropriating $419,020.59 of revenues from Parks and Recreation Department, within the Eagle River/Chugiak Parks and Recreation Service Area Capital Improvement Project (CIP) Contribution Fund (462800), Harry J. McDonald Memorial Center Reserve Account to establish a capital improvement program to fund future equipment replacement, facility repairs and capital improvements to the Harry J. McDonald Memorial Center, all within Parks and Recreation Department.  

Resolution No. AR 2018-45, a resolution of the Municipality of Anchorage appropriating $3,723,580 as a contribution from the 2018 Operating Budget,  Chugiak, Birchwood, Eagle River Rural Road Service Area (CBERRRSA), Fund (119000) to the CBERRRSA Capital Improvement Program  (CIP) Fund (419800) for road and drainage improvement projects, all within the Public Works Administration Department. 

Resolution No. AR 2018-46, a resolution of the Municipality of Anchorage appropriating $398,906.27 to the State Direct/Federal Pass-Through Grants Fund (231) as a Transfer of Responsibilities Agreement (TORA) from the State of Alaska, Department of Transportation and Public Facilities, and appropriating $41,538 from the Traffic Department, Area-Wide General Fund (101000), for the Anchorage Metropolitan Area Transportation Solutions (AMATS) Traffic Counts 18-20 Program, within the Traffic Department. 

Resolution No. AR 2018-47, a resolution of the Municipality of Anchorage appropriating $1,340,840 as a grant from the Federal Highway Administration (FHWA), through the State of Alaska, Department of Transportation and Public Facilities (ADOT&PF), to the State Dir/Fed Pass-Thru Grants Fund (231900) in the Planning Department for the 2018 Anchorage Metropolitan Area Transportation Solutions (AMATS) Program. 

Resolution No. AR 2018-49, a resolution of the Municipality of Anchorage appropriating $625,000 as a grant from Bloomberg Philanthropies to the Miscellaneous Operational Grants Fund (261010), Office of Economic and Community Development for i-Team activities. 

Resolution No. AR 2018-50, a resolution authorizing an incentive once per calendar year of up to $200 to benefit-eligible non-represented and executive employees enrolled in the Municipality’s Health Insurance and who complete Vera Whole Health’s Four-Part Annual Whole Health Evaluation in a calendar year, Employee Relations Department.
