NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of February 26, 2019.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Resolution No. AR 2019-28, a resolution of the Anchorage Municipal Assembly recommending relocation of the Anchorage School District Student Transportation Maintenance Facility to Site 27, within Tudor Municipal Campus Subdivision, Tract 2, per Plat 2009-16; generally located south of Tudor Road, west of Tudor Centre Drive, north of Martin Luther King Jr. Boulevard, and east of Elmore Road (Campbell Park Community Council) (Case 2018-0113), Planning Department.

Ordinance No. AO 2019-20, an ordinance amending the zoning map and approving the rezoning of approximately 77 acres from R-8 (low density residential 4 acre district) to R-10 SL (low density residential, alpine/slope district) with special limitations for N½ of the SE¼ of Section 25, T12N, R3W, S.M., Alaska excepting the NW¼ of the NW¼ of the SE¼ of Section 25, T12N, R3W, S.M., Alaska, and Lots 1 and 2 of Vergason-Jones Subdivision per Plat 98-178; generally located south of Upper Dearmoun Road, west of Canyon Road, and west of Messinia Street, in Anchorage (Hillside Community Council) (Planning and Zoning Commission Case 2018-0052), Planning Department.

Resolution No. AR 2019-52, A resolution of the Anchorage Municipal Assembly requesting that conditions be imposed by the State Alcoholic Beverage Control Board on package store liquor license #156 for Dong K. Kang DBA In & Out Liquor #1 located at 3601 Arctic Blvd. Anchorage, AK 99507, and taking final action on the renewal application for this license, Assembly Members Croft, Rivera, and Dyson.

Ordinance No. AO 2019-25, an ordinance of the Anchorage Assembly establishing the misdemeanor offenses of removal of identification marks and unlawful possession under Anchorage Municipal Code, deleting the existing minor offense of alteration or mutilation of serial number or registration, and clarifying that property on which identification marks have been removed must be presumed stolen by licensed pawnbrokers within the municipality, Assembly Member Constant. 

Ordinance No. AO 2019-27, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code sections 16.60.050, 16.60.230, and 23.10.104.4., to allow mobile food units to connect to utility services, be a repurposed intermodal shipping container (connex) that can be lifted or dragged onto a vehicle or trailer for transport, and have members of the public inside to order food only, Assembly Members Weddleton, Constant, and Dunbar. 

Resolution No. AR 2019-49, a resolution appropriating a contribution of $700,000 approved in the 2019 Parks and Recreation Department Operating Budget from the Anchorage Bowl Parks and Recreation Service Area Fund (161000) to the Anchorage Bowl Parks and Recreation Service Area Capital Improvement Project Contribution Fund (461800), all within the Parks and Recreation Department, for the purpose of purchasing capital equipment and improving parks, trails, and facilities, Parks & Recreation Department.

Resolution No. AR 2019-50, a resolution of the Municipality of Anchorage appropriating $382,000 as a grant from the Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management and a contribution of $5,588 from Anchorage Metropolitan Police Service Area Fund (151000) Anchorage Police Department’s 2019 Operating Budget and a contribution of $2,816 from the Anchorage Fire Service Area Fund (131000) Anchorage Fire Department’s 2019 Operating Budget all to the State Direct/Federal Pass Thru Grants Fund (231) for 2018 State Homeland Security Program (SHSP) Grant activities in the Municipal Manager’s Department, Office of Emergency Management, Finance Department. 

Resolution No. AR 2019-53, a resolution of the Anchorage Municipal Assembly stating its protest regarding the transfer of ownership of restaurant/eating place liquor license #4528 with restaurant designation permit for Birchtree, LLC DBA Yes International Bistro located at 3801 Debarr Rd., Anchorage, AK 99508 and authorizing the Municipal Clerk to take certain action, Assembly Members Croft, Rivera, and Dyson.

Resolution No. AR 2019-55, a resolution of the Anchorage Municipal Assembly stating its protest regarding the transfer of ownership of beverage dispensary liquor license #2275 with restaurant designation permit for Cantina, Inc. DBA Garcia's Cantina located at 11901 Business Blvd., Ste. 104., Eagle River, AK 99577 and authorizing the Municipal Clerk to take certain action, Assembly Members Croft, Rivera, and Dyson.

Assembly Memorandum No. AM 128-2019, Platting Board appointments (Clayton Walker, Jr.; Duane Mark Seward; and Jana Weltzin), Mayor's Office. 

Assembly Memorandum No. AM 130-2019, Urban Design Commission appointment (Arthur Clark), Mayor's Office.
