Chugiak-Eagle River Long-Range Transportation Plan Update

An update of the 2003 Chugiak-Eagle River Long-Range Transportation Plan (C-ER LRTP) is nearing completion. The plan is used to guide the development and implementation of needed transportation system improvements for the Chugiak-Eagle River  area, and addresses a twenty-year horizon. The LRTP also recommends changes to the Official Streets and Highways Plan Map, which designates functional classifications of streets and highways, specifies minimum rights-of-way, and identifies areas needing future study. 

The LRTP is required to be updated every four years, and is based on the most current population and land use information available.  Development of the LRTP was coordinated with the Planning Department’s concurrent update of the 1993 Chugiak-Eagle River Comprehensive Plan

On June 14, 2007, the AMATS Policy Committee approved the Chugiak-Eagle River 2027 Long-Range Transportation Plan (CERLRTP) Final Draft, removing the following OS&HP elements, for up to nine months to provide for CBERRRSA (Chugiak-Birchwood-Eagle River Rural Road Service Area) Board of Supervisors review and approval, based upon recommendations made by the Assembly:

  • Appendix C, Street Typology Additions to Functional Classification
  • Appendix D, 2007 Classification Listing of Roadways in Chugiak-Eagle River 
  • Map 5, page 94, Proposed 2007 Official Streets and Highways Map

The language, according to public hearing minutes from May 15, 2007, was to delete these elements from the Final Draft LRTP until a recommendation was received from the CBERRRSA Board; then they would be incorporated back into the final LRTP.

The Road Board passed two motions regarding the removed OS&HP elements and the CBERRRSA Board motions were presented to the AMATS Technical Advisory Committee (TAC) on May 22, 2008.

The TAC voted to release the CBERRRSA Board motions and the TAC recommendations for a minimum 45 day public review and comment period (see section below, “Released for Public Review May 22, 2008”).

A Planning and Zoning Commission Public Hearing was held August 4, 2008.   The Commission passed two motions to forward the P&Z recommendations to the Anchorage Assembly and the AMATS Technical Advisory and Policy Committees.  A Resolution with recommendations was approved at the September 8, 2008. The AMATS Technical Advisory Committee will review and take action on the P&Z Recommendations on September 25, 2008.  Public review will include a public hearing by the Anchorage Assembly, with final review and approval by the AMATS Policy Committee. Meeting dates, times and locations will be posted under “Related Meetings.”

BACKGROUND

The C-ER 2027 LRTP Final Draft, dated January 25, 2007, was prepared for the Assembly public hearing May 15, 2007, at the direction of the TAC, and incorporated many changes to the Public Review Draft LRTP (dated August 31, 2006), that were requested by the CBERRRSA Board, three area community councils, the Planning and Zoning (P&Z) Commission, and area residents, in formal comments provided during the 2006 public review period. All changes made to OS&HP elements in the 2006 Public Review Draft were identified in the December 11, 2006, Staff Issue/Response Summary, which is posted on the project Web site under Documents.   The Issue/Response Summary was provided to the P&Z Commission, area community councils, the CBERRRSA Board, and the Assembly.   No public testimony was received during the Assembly public hearing on the C-ER 2027 LRTP Final Draft. Nevertheless, the Assembly wanted to ensure the Road Board had plenty of time to review the OS&HP elements identified above.

During the time since the Assembly made recommendations and the Policy Committee took action, staff has contacted the CBERRRSA Board and offered assistance to help them do the review as requested by the Assembly, to include efforts to work with the Road Board, attending Board meetings, and providing maps and other historical information to the Road Board and to the six area community council presidents. The Board intended to form a committee to review and make recommendations for the OS&HP elements but the committee did not materialize. The Board took action on the OS&HP elements at three meetings held May 21, 2007, December 17, 2007, and January 28, 2008. The Board moved to delete these elements from the C-ER 2027 Final Draft. According to minutes of the December 17, 2007 Board meeting, the intent was for these elements to be addressed during the next update to the C-ER LRTP in 2011. AMATS staff received the CBERRRSA Board signed motions in mid-February 2008.

RELEASED FOR PUBLIC REVIEW MAY 22, 2008

The CBERRRSA Board motions and TAC recommendations are provided below for information.   For more information, please see documents posted to the project Web site under “Related Meetings” for the May 22, 2008, TAC meeting.   A special version of the approved Chugiak-Eagle River 2027 LRTP, dated June 14, 2007, with Draft OS&HP elements (Map 5, Appendix C, and Appendix D) was prepared and is posted for reference on the project Web site under Documents.

CBERRRSA Motion # 11-2007, approved May 21, 2007:

The Chugiak-Birchwood-Eagle River Rural Road Service Area (CBERRRSA) Board of Supervisors approves a motion to recommend that the Appendix [Appendix C] for Street Typology Additions to Functional Classifications in the Long Range Transportation Plan (LRTP) should be addressed in the next revision of the Chugiak-Eagle River LRTP only after the separate chapter for Chugiak-Eagle River to Title 21 has been approved by the Municipal Assembly. This will ensure that the typology information and matrices match the needs of Chugiak-Eagle River.

Staff comment: Concur

TAC Recommendation: Support CBERRRSA Board recommendation and staff recommendation.

CBERRRSA Motion #19-2007, approved December 17, 2007:

The Chugiak-Birchwood-Eagle River Rural Road Service Area (CBERRRSA) Board of Supervisors approves a motion to draft a memo to the Municipal Assembly and AMATS Policy Board recommending approval of the Chugiak-Eagle River Long Range Transportation Plan as soon as possible with the following changes: Delete Appendices C [Street Typology Additions to Functional Classification Listings] and D [Classification Listing of Roadways in Chugiak-Eagle River] and Map 5 on page 94 of the Draft Long-Range Transportation Plan [Proposed 2007 Official Streets and Highways Map]. [According to minutes from the Board’s December meeting, the reason given is so these elements may be addressed during the 2011 update to the C/ER LRTP.]

Staff comments: No objection to deleting Appendix C; retain and incorporate Appendix D and Map 5 into the C-ER 2027 LRTP Final Draft.

TAC Recommendation: Support CBERRRSA Board recommendation to delete Appendix C, Street Typology Additions to Functional Classifications. Support staff recommendation to retain and incorporate Appendix D, 2007 Classification Listing of Roadways in Chugiak-Eagle Rver, and Map 5 into the Chugiak-Eagle River 2027 LRTP Final Draft, with one friendly amendment: Appendix D, page 115, Starner Street: change Beginning Point from Aurora Borealis Road  to Chamber Lane.
