Chugiak-Eagle River Long-Range Transportation Plan Update

An update of the 2003 Chugiak-Eagle River Long-Range Transportation Plan (C/ER LRTP) is nearing completion. The plan is used to guide the development and implementation of needed federally funded transportation system improvements for the Chugiak-Eagle River area, and addresses a twenty-year horizon. The LRTP also recommends changes to the Official Streets and Highways Plan Map, which designates functional classifications of streets and highways.

The LRTP is required to be updated every four years, and is based on the most current population and land use information available.  Development of the LRTP was coordinated with the Planning Department’s concurrent update of the 1993 Chugiak-Eagle River Comprehensive Plan

The AMATS Policy Committee approved on June 14, 2007, the final Draft Chugiak-Eagle River 2027 LRTP with changes based upon recommendations from the Municipal Assembly (please see Final Draft and Addendum under Documents, below.) The Policy Committee deleted the following OS&HP elements for up to nine months to provide for CBERRRSA Board comment and approval, based upon recommendations made by the Assembly:

  • Appendix C, Street Typology Additions to Functional Classification
  • Appendix D, 2007 Classification Listing of Roadways in Chugiak-Eagle  River
  • Map 5, page 94, Proposed 2007 Official Streets and Highways Map.

The Assembly’s intent, according to public hearing minutes from May 15, 2007, was to delete these elements from the Final Draft until a recommendation was received from the CBERRRSA Board; then, they would be incorporated back into the final LRTP. 

Staff worked with the Road Board, attended Board meetings, provided maps and other historical information to the Road Board and to the six area Community Council Presidents. The Board intended to form a committee to review and make recommendations for the OS&HP elements, but the committee did not materialize.  The Board took action on the OS&HP elements at two meetings in May 2007 and January 2008. The Board moved to delete these OS&HP elements until the next update to the C/ER LRTP in 2011, and to address the Street Typology in the next update to the C/ER LRTP, but only after the separate chapter for Chugiak-Eagle River in Title 21 has been approved by the MOA Assembly to ensure the typology information and matrices match the needs of Chugiak-Eagle River. Staff anticipates the AMATS Technical Advisory Committee (TAC) will release for public review and comment these OS&HP elements along with recommendations by CBERRRSA Board and the TAC, on May 22, 2008.

Public review will include two public meetings to be held in the
Chugiak-Eagle  Riverarea, and public hearings by MOA Planning & Zoning Commission and the MOA Assembly with final review and approval by the AMATS Policy Committee.  Meeting dates, times and locations will be posted.  

Citizen Participation

A Citizen Advisory Committee (CAC) was formed to assist in the Plans update. Click here for a list of CAC members.
