Minutes
Some residents' names were misspelled in the minutes.  Marc moved that the minutes be approved as corrected.  Judy seconded.  Approved.  Minutes will be posted on the Glen Alps webpage without the email addresses.

Treasurer's Report
We've spent approximately $73,000 this year to date.  We set aside $4,500 for 4th quarter 2008.

We have approximately $100.00 for summer projects from the operating budget.

John Jensen stated that he would like to see more money spent on preventative maintenance.

Jennifer Johnson, our assembly representative, stated that she has been working to get our state grant moving.

New Business

  • Additional Board Members - Judy nominated Duncan Bosley (phone 868-3706) and Jim Cardwell (phone 349-8686) to fill the empty Board seats.  Marc seconded.  All approved.

Project I - Culvert Replacement

Upper Glen Alps Road near Gordon's driveway before Alpweg

  • Bid Price includes 3 laborers and chipper for hand cutting.
  • Estimated time - 100 hours

$32,000 is high.  Dan will have the municipality get bids for this work.

Residents requested a copy of the survey showing where Patrick Road is and where it should be, over-laid on that map.  Dan will get a copy of this to deliver to the neighbors so that they can continue their discussion on this project.
Derek reported on the Upper DeArmoun lock boxes- hasps were ground off.  He checked and found that the boxes should be locked.

Project IV - Ditching/Drainage

West side of Patrick - Ralph's drive down

Project V - CSS-1 Application

Touch up work on Upper DeArmoun above Jeanne where cracks have separated.

Other summer road work

  • Grading - This rate is already set by the contract.  Set aside $30,000.
  • Street Signs - Copntractor is not allowed to put up signs; must be done by MOA sign shop.

Road Work Planned for Summer of 2008 - Operating Budget

Marc moved we do the following summer road work:

  • Culvert A
  • Pull culvert C, do not replace
  • CSS-1 Application - Patrick .3 mile (Upper DeArmoun to Talisman), Glen Alps .8 mile, Canyon at mailboxes .2 mile, Bee's Hill on Canyon .4 mile, Canyon near top houses .1 mile.  Approximately $ 30,000.
  • Grading - areas for oiling above, and Meadow, Cox, Ginami, Larissa, Lakonia, Spendlove South.  Include water if needed and compacting.  The Board set aside approximately $30,000 for summer grading.
  • Get bid on brush cutting from the Municipality.
  • Get bid on crack sealing from the Municipality, not to exceed $15,000.

Judy seconded this.  All were in favor.

Road Work Planned for Summer 2008 - Capital Budget

Guardrail on Toilsome Hill - Judy moved that we spend capital money to repair the guardrail above the switchback on Toilsome and add guardrail to the section right above the switchback, or, if we can use our grant for this, we will chip seal projects A, B, and C in that order as money allows.  Marc seconded.  All were in favor.

Damage caused by equipment - contractor responsibility - Judy addressed problems have come up with public relations and communications withthe contractor and road service area residents.  Residents are concerned.

  • Water tank on Tabbytite property needs to be removed at contractor's expense.
  • Two other damage issues have been taken care of.
  • Driveways on Upper DeArmoun were paved to road before work was done.  This problem needs to be resolved.  No action was taken.

Canyon Road - Mark B. stated that the road was in terrible shape due to Chugach Park traffic.  Dan will write a letter concerning this to the Park Service and Mike Hawker.  Others need to follow up with phone calls and emails to Mike Hawker.

Plowing Plan - John J. suggested that we clarify our plowing plan with the contractor next fall.

Suggestion for new chip sealing projects - Sallye suggested that we send letters to people who will be affected, particularly those who have driveways that are not built to spec.  Judy volunteered to prepare some flyers for this when chip sealing decisions are implemented.  As an alternative, Dan suggested we have the residents affected set up a meeting and one Board member attend.

Sending out new information cards - Judy will work on this with Jerry Pineau, as well as updating the website.

Next meeting will be announced on the website.

Judy moved to adjourn.  Marc seconded.  The meeting was adjourned at 9:15 p.m.
