Private Development
The Private Development Section writes subdivision agreements; reviews plats, stormwater plans and construction drawings; and ensures that newly-constructed civil improvements (subdivisions), located with the Right of Way, conform to the Municipality of Anchorage Standard Specifications and the Design Criteria Manual.
Developers and their engineers of record are responsible for the quality control of their projects, but Private Development does perform surveillance inspections, monitors test procedures and results, performs pre-final and final inspections, and generates punch lists when applicable.
The following is a brief overview of procedures and sequencing for subdividing and constructing a new subdivision.
- The developer applies for a hearing with the Planning Department. It generally takes 1 to 2 months to be scheduled for a hearing.
- The Platting Board generates a summary of action, which recommends the developer enter in to a SUBDIVISION AGREEMENT with the Project Management & Engineering Department. It also describes the improvements required under the subdivision agreement.
- The developer submits construction drawings for review and approval. Reviews take about 3 weeks. Water and sewer improvements fall under the jurisdiction of the Anchorage Water and Wastewater Utility through a water and sewer extension agreement. They are not covered by the subdivision agreement.
- Once the construction plans are approved, Private Development will issue a Notice to Proceed, which authorizes the Developer to begin work.
- The Developer has 2 years from the signature date of the subdivision agreement to complete the required improvements.
- When all conditions required have been satisfied, the subdivision is placed on WARRANTY, a period which lasts 2 years from the date of acceptance of improvements. The project is monitored during the warranty period, and prior to this period expiring, a year-end warranty inspection is conducted. Any deficiencies in design, materials or workmanship noted during this inspection are written up in a year-end punch list.
- Once these punch list items have been corrected, a Notice of Completion is issued to the Developer, and the agreement is closed out.
