Vehicle Owner Changes
 
If you have sold or traded a vehicle that was not properly recorded in the Division of Motor Vehicles records, you will need to provide proper information before a citation can be removed from your name. Any of the following methods may be used. Please keep in mind that incomplete information is not acceptable. Also, Unknown and Not Available are not acceptable information.
  • You may provide a copy of the title with the buyer information completely filled out. This requires a copy of the front and back of the title. The Assignment of Vehicle Title by Owner section must be complete including the license number or VIN, buyer's name, address, date of sale, and signatures of both seller and buyer. Incomplete information will not be accepted for change.

  • You may provide a copy of the bottom of the title with the buyer information completely filled out. The Notice of Vehicle Sale for Transfer section must be complete including the date of sale or transfer, current license number, buyer's name and address, and the signature of the seller. Incomplete information will not be accepted for change.

  • You may provide a copy of a bill of sale with the vehicle description, license number or VIN, buyer's name, address, date of sale, and signature. We will use your bill of sale to make changes on the appropriate citations. Please keep in mind that this will only change the citation records kept in Anchorage Parking files. It does not change the DMV information. To change the DMV information, you will need to visit the DMV office nearest to you.

  • You may download a copy of the Sworn Statement of Sold Vehicle formfrom this web site. This form must be filled out completely. An incomplete form will be rejected. In addition, an inaccurate or untruthful statement will cause the reinstatement of all violations, penalties, and additional civil actions. The statement must be properly notarized. Your bank will probably do this for free. Please keep in mind that this form will only change the citation records kept in Anchorage Parking files. It does not change the DMV information. To change the DMV information, you will need to visit the DMV office nearest to you.
