Title VII
Civil Rights Act of 1964
Title VII of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, sex, national origin or handicap in any federally assisted project/program. Any person who believes he/she or a specific class of people have been subjected to discrimination in the use, access, or benefits of a program receiving federal assistance may file a complaint in writing with the Office of Equal Opportunity, 620 West 6th Avenue, Suite 620, Anchorage, Alaska 99519-6650, (907) 343-4897. The complaint will be adjudicated by the appropriate department manager. Any appeal of the department manager's decision shall be made to an impartial hearing officer. Complaints need to be made within 180 days of the alleged violation. Complainants are asked to provide the following information: the name, address and telephone number of the complainant, the name and address of the person responsible for the alleged violation (where applicable), a description of the acts that are considered to constitute the violation, and any other relevant information that may assist in the investigation and resolution of the complaint. The complaint shall be signed by the complainant or his/her authorized representative. Complaints alleging improper conduct against an entire class or group of persons that do not identify by name the individual subjects of the alleged discrimination may be accepted, provided that other requirements of this paragraph are met.
- No person or group of persons shall be discriminated against with regard to the routing, scheduling, or quality of service of transportation services furnished as a part of a federally assisted project/program.
- Federal aid contractors may not discriminate in their selection and retention of first tier subcontractors, and first tier subcontractors may not discriminate in their selection and retention of second tier subcontractors who participate in federally assisted projects.
- The location of projects requiring land acquisition and the displacement of persons from their residences and businesses may not be determined on the basis of race, color, or national origin.
