Meet The Staff

Kattaryna Stiles
Acting Director

Kattaryna oversees homeland security and emergency management activities for the Municipality of Anchorage. In her position, Kattaryna also serves as a policy advisor on community care issues such as sheltering, congregate care, medical issues, disaster pet care and vulnerable populations. Disaster planning has always been an important, if not neurotic, part of Kattaryna's life. She recalls creating her first disaster supply kit when she was about 8 years old and as a child frequently slept with her shoes on “just in case.” Kattaryna spends her free time recreating in Alaska's great outdoors.


Craig Fetterman
Budget and Finance Manager

Craig is responsible for managing the EOC budget and grant portfolios. In addition to ensuring that all OEM programs remain compliant with federal and state regulations, Craig prepares all grant and budget reporting documents. Craig administers, prepares, and coordinates all OEM contracts and regulates and reconciles purchases. Craig is originally from Pittsburgh and has been a Steelers fan all his life – even before they won the Super Bowl.

 

Rob Fitch
Exercise and Training Manager

Rob is responsible for the development and coordination of OEM emergency exercises and for the recruitment, training and testing of EOC emergency staff. Rob has designed and coordinated several large exercises including Alaska Shield/Northern Edge. Rob has designed exercises to challenge the EOC and the staff. Rob is a graduate of the University of Phoenix where he received his Master’s in Business Administration.

 

Vince McCoy
Emergency Program Manager

Vince develops and updates EOC procedures for mitigating, responding to, and recovering from natural and man-made disasters. Vince responds to disasters and coordinates the response activities of public, private and volunteer agencies. Vince oversees the Emergency Operations Center activities and advises the Director of the nature, magnitude and consequences of various emergencies. Vince also serves as technical expert for structural assessment for facilities. Prior to his position at the EOC, Vince was a member of the Kodiak Fire Department.

 

RaeShaun Schmidt
Communications, Grants, and Policy Manager

RaeShaun  is responsible for developing OEM disaster communication strategies including media, public outreach and public education programs. She recently completed the first Emergency Operations Center Public Information Plan and Radio Communications Plan. RaeShaun is also the lead staff for the Emergency Watch Program, Anchorage Citizen Corps Programs, and Citizen Emergency Handbooks. She received her BA from the University of Notre Dame and is currently pursuing her private pilot's license and a Master’s in Business Administration.


 

Nikki Stokoe
Senior Office Associate

Nikki has worked for the Office of Emergency Management since 1999. She serves as the senior administrative staff and is responsible for the scheduling and coordination of all events and meetings held at the OEM facility. Nikki is lead coordinator for the Vulnerable Populations Registry and primary staff support for the Local Emergency Planning Committee. Nikki coordinates all tours of the EOC and is the lead staff for answering public inquiries. Nikki and her spouse, Bill, are devoted to their dogs Jimmy and Bobby.
