Today’s changing threat environment has increased the need for Continuity of Operations (COOP) planning to ensure that the Municipality is able to provide the essential functions that our community depends upon even during times of disaster.
While a comprehensive COOP plan involves planning for alternate operation facilities, maintenance of vital records, and other activities, the immediate goal of the Municipality is to ensure that each Municipal agency is able to perform its essential functions during an disaster that significantly reduces the available workforce.
While it is important to develop disaster plans for all hazards whether natural or manmade, the focus of this planning effort is to consider a pandemic flu outbreak, which the CDC estimates could create absentee rates of up to 40% due to employee illness, caring for sick loved ones, and self-imposed isolation caused by fear of infection.
