Declined Vehicles If the vehicle was impounded for a first time violation of no proof of insurance or driving without insurance the vehicle will be released to the registered owner.  The registered owner will have to come to the Municipal Attorney's office and pick up the vehicle release.  The registered owner will have to produce proof of insurance, pay a $200.00 administrative fee, pay for towing and storage and meet the requirements of the tow yard to retrieve the vehicle.
