Welcome to our web page!  I'm Bill Mehner, the Executive Director for the Heritage Land Bank (HLB) and Real Estate Services (RES).  We hope that you will find the information contained on these pages useful in your research and in learning about us.  Feel free to contact me with any questions. My e-mail address is: WWWHLB@muni.org The Heritage Land Bank Mission  The mission of the Heritage Land Bank is to manage uncommitted municipal land and the Heritage Land Bank Fund in a manner designed to benefit the present and future citizens of Anchorage, promote orderly development, and achieve the goals of the Comprehensive Plan.  The HLB achieves this mission by inventorying and managing HLB land and resources to benefit a variety of municipal purposes. The HLB does not manage all municipal land; only parcels that it has management authority over, and that which is in the HLB inventory. The Heritage Land Bank' s land base currently consists of approximately 8,000 acres distributed between Chugiak and Girdwood, with most of its acreage (approximately 5,000) in the Girdwood Valley. The inventory includes residential, commercial, industrial, open space and recreational areas. What We Do...  Land and Resource Inventory All land and resources managed by the HLB are included in the HLB Land and Resource Inventory. Lands transferred to the Municipality from the State of Alaska (under the Municipal Entitlement Act) are added to the inventory. This inventory is updated and a report published every 3 years. The majority of HLB land and resources are held for future use. Land Management HLB land management seeks to preserve and enhance the value of its invent-ory. The HLB does not manage all municipal land but oversees only parcels that it has management authority over and those which are in the HLB invent-ory. HLB management practices are governed by the Anchorage Municipal Code (AMC 25.40). The code requires the adoption by the Anchorage Assem-bly of an Annual Work Plan, a Five-Year Management Plan, and policies and procedures which cover the management of the HLB land and the HLB Fund. Land Disposals and Transfer If HLB land is determined excess to specific public facilities or purposes it may be subject to land disposal. Land disposal activities include: land sales, land exchanges, leases or easements. The HLB also issues permits for a variety of temporary activities on HLB land. Land may be withdrawn from the Inventory and transferred to other municipal agencies or the Anchorage School District if the land is needed for the loca-tion of public facilities or purposes (schools, dedicated and designated parks, and open space).    Heritage Land Bank Information For general information on current HLB activities, please contact the director, Bill Mehner, at: WWWHLB@muni.org , or you may call the Heritage Land Bank office at 343-4333. - DOCUMENTS - The following Heritage Land Bank documents are available as email   attachments by contacting the office manager at:  wwwhlb@muni.org.
