Recruitment Process for
Firefighter/EMT
Municipal Position Announcement

Purpose of Recruitment
Applicants applying for Firefighter/EMT are applying to a register. Successful applicants will be active on this register for two years. As Firefighter Trainee/EMT positions become available, they will be filled from this register.

Respond to fires, rescue, and emergency medical incidents. Render rescue service and emergency medical treatment (Basic Life Support {BLS}) to the ill and injured within prescribed limits. Raise ladders, lay hose, direct fire streams, use forcible entry into buildings, vehicles, and aircrafts. Maintain records and reports. Maintain strict cleanliness and neatness of personal appearance, quarters, vehicles, equipment, and station grounds. Maintain and service vehicles and equipment. Participate in continual fire and EMT training programs.

By time of application:
- High school diploma, GED, or equivalent
- At least 18 years old
- Valid driver's license (must attach a completed Driving History Questionnaire)
Screening
Applicants who meet the minimum qualifications, have acceptable employment records, and meet Municipal standards will be invited to participate in the Firefighter Written Examination. Applicants will be notified of the testing date, time, and location via:

Conducted only in Anchorage
It is strongly recommended that applicants purchase the Candidate Test Preparation Manual For Entry-Level Firefighters, 8th Edition and the Test Preparation Manual Practice Test For Entry Level Firefighters. These recommended publications will be available for purchase, approximately five weeks prior to the test, from the Anchorage Fire Department Training Center.
The written examination has multiple choice questions. Applicants will have two hours and thirty minutes to complete the examination. The examination covers five areas:
- Fire Chemistry
- Tools and Equipment
- Homeland Security
- Emergency Medical Technician
- Standard Operating Procedures
The passing score for the Entry-Level Firefighter Test is 70%. All applicants who pass the firefighter written examination will be forwarded to STEP 2.
STEP 2 -Physical Agility Test

The Physical Agility Test is a timed test. Applicants must complete the test under the maximum alotted time of 9 minutes and 47 seconds.
This is a strenuous test. Applicants will be wearing full turnouts (jacket, pants, gloves, and helmet) that weigh approximately 35 pounds. In addition, applicants will also be carrying (on their back) an airpack weighing approximately 30 pounds. Applicants will provide their own shoes.
The Physical Agility Testing Step occurs over an approximately one week period. Individual applicants will be assigned a time and day to test. Applicants will have an opportunity to walk through the Physical Agility Test course prior to testing.
Applicants will be required to have a Physician complete the Firefighter Applicant Physically Fit Form, which will be sent to the applicant once they have been selected to test. The cost to have a Physician complete the form is the applicant's responsibility.
Applicants who meet the minimum time will be forwarded to STEP 3.
STEP 3 - B-PAD (Behavioral Personnel Assessment Device)

The B-PAD test is a timed video performance test. Applicants will be videotaped responding to eight different "real-life" video scenarios. Applicants will have 45-seconds to explain how he/she would respond in each situation.
Applicant's behavioral responses are scored utilizing validated criteria from the B-PAD Group. Applicants must meet the minimum passing score for the B-PAD Test. Passing is 70%.
All B-PAD video tests will be sent to the company for scoring. Once results are received back from the company, applicants will be notified via US Mail and/or e-mail of their results. Applicants who pass will be placed on the Ranked Register.
Ranked Register

Applicants who successfully pass all three steps in the testing process will be placed on the ranked register. Scores from each of the three steps will be equally weighted (with the exception of the physical agility test which is pass or fail) to determine the applicant's ranking. Applicants will be placed on the ranked register that will be active for two years. If applicants are not selected during the active period of the register, applicants will need to re-apply. Applicants who fail to show up to any scheduled testing or interview process will be removed from consideration.
Chief's Interview

Conducted only in Anchorage.
When Firefighter/EMT positions come available, the Fire Chief will request applicants to interview from the ranked register. The Fire Chief (or designee(s)) will interview approximately five applicants per available position.
Conditional Offers of Employment

After the Fire Chief's interview, applicants are selected for available positions. The Municipal Employment Office will contact the applicant to make a conditional offer of employment. The conditional offer of employment is based upon successful completion of the following exams and records checks:
- Satisfactory Background Check
($59, plus cost of fingerprinting - applicant's responsibility)
- Satisfactory Driving Record
($5, applicant's responsibility)
- Copy of Alaska Driver's License
- Drug Screening
- Medical Physical Exam
- Psychological Exam
- Audiological Exam
The offer of employment will be rescinded for any applicant who does not successfully complete the above listed conditions of employment. Any applicant who has had an offer of employment rescinded will be eligible to re-apply during the next recruitment period.

If background and driving records checks and other screens and exams are satisfactory, the selected applicant will be hired as a Firefighter Trainee/EMT and scheduled for a new employee orientation. The new employee orientation will cover health, vision, and dental plans, employee assistance program, dependent life insurance, short-term disability, retirement program options, etc.
Initial Work Schedule

All Firefighter Trainee/EMTs will spend the first four weeks in an EMT Academy regardless of whether or not they have a current EMT certification. Upon successful completion of the EMT Academy, employees will advance to six weeks in a Firefighter I Academy, regardless of whether or not they have a Firefighter I certification. Upon successful completion of the Firefighter I Academy, employees will advance to a three-week orientation. If an applicant fails to successfully complete either the EMT or Firefighter I Academy, their employment with AFD will be terminated.
Probation Period

Firefighter Trainee/EMTs serve a six-month probation period. Upon successful completion of the probationary period, Trainee's are promoted to Firefighter I/EMT with an additional six-month probation period.
