Community Service Patrol & Transfer Station
Public Inebriate Pick-up, Transport and Sleep-Off
The Anchorage Fire Department manages the Community Services Patrol (CSP) & Transfer Station (TS) Emergency Alcohol Services Contract. CSP van staff take persons incapacitated by alcohol (in public places) into protective custody and transport them to the sleep-off facility (TS) located in the Anchorage Jail Complex. Clients are tested for breath-alcohol content, and those measuring .350+ must be medically cleared.
The CSP van pick-up service operates from Noon – 4:00 AM daily to respond to dispatch requests. To request CSP during these hours, call van dispatch at: 227-5000 or 277-8166.
CSP vans are predominantly dispatched to the Downtown, Midtown, Mountain View and Fairview areas, however their response area extends to Anchorage areas north of Tudor Road. In the event the van is unavailable due to other calls and services, dispatch requests may be referred to the Anchorage Police Department’s non-emergency line at 786-8900. For emergencies, call 911.
The Transfer Station is always open and staffed (year-round 24 hours per day / 7 days per week) to monitor clients in sleep off. On-site contractor staffing is maintained at 1-to-10 ratio (staff to client), and includes a state-certified Emergency Medical Technician.
The CSP & TS Contract is currently held by NANA Management Services, LLC, dba Purcell Services. The annual Contract cost is $1.37 million. Funding for the CSP contract comes from two sources: MOA operating dollars (85%) and federal grant funding provided by Southcentral Foundation (15%). The Transfer Station facility is a Municipal-owned and maintained facility.
