The Data, Projects & Procurement Division provides data management and dissemination services for the Municipality. This includes the delivery of GIS mapping and analysis services. The division is also responsible for overall project management oversight on all IT related projects as well as providing procurement oversight and guidance on all IT related purchases in the Municipality.

Database Administration Section
The Database Administration (DBA) section provides services in the areas of data administration, security and availability of Municipal enterprise data assets. This section provides the technical support for the three major database platforms in use at the MOA, which are IBM DB2 for z/OS, Microsoft SQL Server and Oracle/SDE.
The section’s core responsibilities are to manage, protect and ensure high availability of data for all systems with minimal interruptions of service and downtime. The high-level of technical expertise and wide array of knowledge in the group allows the DBA section to provide resource backup to other IT areas within the department (Application support, GIS and PeopleSoft) or where additional resources are needed to complete projects.
GIS Services Section
The GIS Section provides support to municipal departments through the delivery of maps, land use and mapping analysis services and providing management and maintenance of the enterprise geographic data. Approximately 80% of all data in municipal databases is location-based information. The GIS section enables departments to have the ability to access, edit and publish a large database of geographic information that is available.
Begun in 1982, the GIS program has become an invaluable resource on projects and operations. 911 addressing, bus routing, population surveys, transportation and land use studies, comprehensive land use plans, and Assembly redistricting are just a few of the many projects and services this group makes possible.

Procurement Section
The Procurement Section is responsible for all IT technology procurement activities and provides coordination and oversight of technology purchases for the MOA as a whole. The section is also responsible for working with other divisions and departments to define standards and processes for cost effective and efficient methods of procuring technology. The section coordinates and reviews request for proposals (RFP) contracts and ensures RFP requests adhere to enterprise standards and are in the best interests of the MOA. The section also coordinates all contract management activities for the IT Department.

Project Management/Customer Relationship Management (PM/CRM) section
The Project Management/Customer Relationship Management (PM/CRM) Section is responsible for implementing large-scale information technology projects in a timely and cost-effective manner as well as managing customer relationships and keeping IT aligned with customer needs and initiatives.
Over the last three years this section has successfully managed over 30 projects with combined project budgets of over $4 million dollars for departments across the city. These projects have resulted in numerous cost savings, automation and improvements to Municipal services. The Delinquent Criminal Fines system implemented for the Treasury Department alone has helped to recoup over $7 million dollars of “lost” revenue for the city. The Weatherization Program system and process improvements implemented by IT have enabled their inspectors to increase the number of home energy inspections by 600% over the past 6 months.
