With the closing of the asphalt plants and imminent onset of winter conditions, the Municipal Rights-of-Way are closed to normal construction activities requiring excavation within the road prism effective Friday, October 23, 2009 at 5 p.m. Emergency work, installation of essential services, trenchless technology in the road prism, and work outside of the road prism will be allowed under winter construction specifications.
To obtain a right-of-way permit under winter conditions for the installation of essential services, submit a permit application and written justification to this office indicating the reason and a drawing showing the location of the new service connection. The permit must be approved and issued prior to construction.
