What We Do

The Department of Neighborhoods manages the Municipality’s U.S. Department of Housing and Urban Development (HUD) grants. These grants include the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). The department also receives through its entitlement the Emergency Shelter Grant (ESG), which the Department of Health and Human Services manages through its Social Services Division’s Safe City Program.

Priorities for the HUD entitlements is specified in the 2008-2012 Consolidated Plan. The Consolidated Plan addresses the Municipality’s goals and strategies for community development, housing, and homeless assistance. The department implements the Consolidated Plan through the Annual Action Plans. The Annual Action Plans identify the specific use of grant funds for projects and activities during the applicable program year.
