About the Housing and Neighborhood Development (HAND) Commission

What are the powers and duties of the HAND Commission?
Powers and duties of the HAND Commission are described in Assembly Ordinance 97-62.

What rules and procedures does the HAND Commission follow?
The HAND Commission adheres to three sets of rules in this order:

  1. Title 4, Section 5 of the Municipal Code
  2. HAND Commission Rules and Regulations adopted by motion by the HAND Commission
  3. Robert’s Rules of Order

NOTE: These rules are available to the general public from the Division of Housing and Community Development (343-4881).

When and where are regular commission meetings?
Commission meetings are held every second Wednesday from 4:00 to 6:00 PM in the Mayor’s Conference Room, 8th Floor, City Hall. (Top)

May Commission members attend a meeting via teleconference?
If a Commission member knows he or she will be unable to make it to the meeting place, attendance may be via teleconference. Please notify staff 72- hours in advance so equipment may be secured. (Top)

What constitutes a quorum? What constitutes a majority vote?
A quorum is 51% of all Commission seats, including vacancies. For the HAND Commission this is eight. A majority vote means the majority of votes cast when a quorum is present. (Top)

What are attendance requirements for Commission members?
Attendance is the primary responsibility of commission members. Without attendance, the Commission does not obtain a quorum and cannot conduct business. Commission members must attend 2/3 of all regular meetings, which means that if there are 12 regular meetings in a year, members must attend eight. Regardless of the number of regular meetings in a year, Commission members may not have more than three unexcused absences or six excused absences annually. Members will be removed from the Commission if they are not able to fulfill attendance requirements. Commission members must contact the Chair or staff in advance of a meeting if they cannot attend and wish to have an “excused” rather than “unexcused” absence. (Top)

What are the terms of Commission members?
The term of each member of the commission is three years. The number of terms is not limited. (Top)

What elected officers does the Commission recognize? When are officers elected?
The Commission will elect a chair and a vice chair annually during the March meeting. (Top)

How will meetings be recorded?
A recorder will present at every meeting and will both take notes and make an audio recording of the meeting. The recorder will produce written minutes that are then distributed. (Top)
