   About the Program

The City of Anchoragereceived a grant to address the needs of homebound and frail residents in emergency events.  Currently, there is no reliable accounting of the vulnerable populations of our City.  The Department of Health and Human Services will mobilize Anchorage-area volunteers as trained emergency preparedness and disaster response instructors to provide education, screening and supplies to this special population.

The project will focus on three particularly vulnerable populations: senior citizens, persons with developmental and/or physical disabilities and the homebound/frail persons.

Anchorage is a fairly young community, but the population of senior continues to grow from near 900 in 1960 to nearly 14,000 or 5% of the population.  Some are homebound or frail or experience a variety of disabilities. [1]

It is estimated that as many as 4800 citizens live with developmental or physical disabilities that qualify them for other problems.  In addition, our homebound citizen population has grown.  Of particular importance is that 25 % of the senior citizens have mobility limitations and they live alone. [2]

In any of the natural disasters that might strike Anchorage, the consequences can be devastating for a homebound senior or other vulnerable individual.  Without a centralized database of our vulnerable populations, professional service become a hit or miss situation and it may become a matter of life or death for our vulnerable citizens.

It is the goal of AWARE with CARE to:

  • Mobilize Anchorage-area trained volunteers to visit homebound, frail, and otherwise vulnerable Anchorageresidents in their homes
  • Provide emergency preparedness instruction to them
  • Provide them with emergency supplies and emergency directions for health care professionals
  • Coordinate with agencies serving these populations in order to develop and maintain a centralized database of these citizens.

AWARE with CARE Academy graduates leave the class with an understanding of the types of local emergencies (both natural and man-made) that can occur, the importance of self-sufficiency, and specific recommendations for creating personal and family disaster plans.  In addition, attendees gain extra confidence in themselves and in their in their local government by learning about local emergency resources and response plans.  Further training gives the volunteer the experience to view a challenged resident’s living area for possible problems, give them an emergency kit, and help the citizen to have a health card available for emergency care givers.  It also gives a chance to assure the individuals that they are not forgotten.
