NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:
The Assembly of the Municipality of Anchorage will hold a public hearing on the following ordinances, resolutions and memoranda at its regular meeting of January 14, 2014. The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali:
Resolution No. AR 2013-324, a resolution of the Municipality of Anchorage, Alaska approving water improvements to be constructed in conjunction with the “A” Street Road Upgrades and providing for assessment of benefited properties at the time of service connection, Anchorage Water and Wastewater Utility.

AMC 19.90 and A.S. 42.05.385 require the Assembly’s approval to construct water improvements where the improvements will create any charges or estimated assessments against the adjacent properties. A public hearing is required prior to Assembly action.
The Anchorage Water and Wastewater Utility (AWWU) plans to construct water improvements in conjunction with the Department of Public Works “A” Street, 48th and 50th Avenues, Upgrade Project. These improvements consist of constructing a 16-inch water intertie approximately 550 linear feet in “A” Street between 48th Avenue and 50th Avenue. This intertie will provide the benefit of public water to two (2) parcels.
Initially, all costs to construct the proposed water main extension shall be borne by AWWU. The total estimated cost for this project is $420,497.00. AWWU shall recover a pro-rated share of its costs through the Levy Upon Connection assessment procedures as authorized by the current Municipal Codes and Utility Tariff. Per these regulations, the total assessment amount is capped to ensure properties do not pay costs greater than that of small diameter distribution main construction. The total costs recoverable for the main through levy upon connection assessments are estimated to be $147,299.10.
Additional assessments may be incurred due to the construction of service connects to benefitted parcels at the request and approval of the property owner. The location and cost of these connections will be determined during design and construction activity. Assessments for service connections will be added to the pro-rata assessment of the main and levied upon connection as one total amount.
The properties benefited by the proposed construction, and subject to future assessments and charges are identified on the proposed assessment roll. The parcels' pro-rated share of assessable water main costs will be presented to the Assembly for confirmation of levy action in accordance with the rules and regulations of the AWWU Tariff.
The owners of the benefited properties were notified of the estimated project cost, and their individual property’s estimated cost allocation by certified mail. The property owners were invited to meet with AWWU on November 7, 2013 for further information and discussion.
The passage of this resolution will not have a fiscal impact on any Municipal owned parcels.
