Divisions of the Project Management & Engineering

Clerical Support Division
Division Overview: The Clerical Support Division provides information, document generation, and records management for all divisions within the Project Management & Engineering Department (PM&E), a major part of which is related to delivery of capital improvement projects.

Other specific goals/responsibilities include:

  • Preparation of correspondence and contract documents.
  • Front-line customer service for those calling PM&E and those visiting the department with questions or on business.
  • Development and maintenance of PM&E electronic and paper filing systems.

Administrative Support Division
Division Overview: The Administrative Support Division provides accountability for budgeting and expenditures within Project Management & Engineering (PM&E), a major part of which is related to the delivery of capital improvement projects.

Other specific goals/responsibilities include:

  • Preparation of annual operating budgets and tracking expenditures for all divisions within PM&E.
  • Development of a six-year Capital Improvement Program (CIP) that addresses the needs and priorities of a growing community.
  • Tracking project expenditures in accordance with established accounting standards.
  • Development and maintenance of a capital project asset inventory as required by GASB 34.
  • Management of the Road Improvement District (RID) program.

Project Management Division
Division Overview: The Project Management Division provides project management services on road, safety, drainage, parks, trails, and building capital projects. 40th Ave Extension/SignalThe goal is to deliver capital improvement projects that are useful, timely, cost-effective, and safe. Key elements of project management include needs analysis, concept scoping, project estimating, design development, right-of-way acquisition, permitting, public involvement, construction, and coordination with other agencies.

Parks and Trails Project Management:

Project Management & Engineering provides project management of parks and trails services for the Parks and Recreation Department.

The Staff trained in Landscape Architecture also supports road development proejcts in performing inspection services of road landscaping.  For information on this program, click here.

Private Development Division
Division Overview: The Private Development Division provides assurance that new subdivision improvements comply with applicable standards established by municipal codes and platting and zoning actions. The goal is to promote quality development by the private sector.

Other specific goals/responsibilities include:

  • Review private development construction plans and plats to promote conformance with Municipal standards.
  • Preparation of subdivision agreements in accordance with the Platting Board’s summary of action.
  • Performance of surveillance, pre-final and final inspections on new subdivision construction, in order to minimize non-conformance with Municipal standards.

Technical Support Division
Division Overview: The Technical Support Division provides technical support services on of road, safety, drainage, parks, trails, and building capital projects. This support includes development and maintenance of municipal roads and drainage design criteria and preparation of design and construction documents that result in safe, functional, and cost-effective roads, drainage, and recreational infrastructure projects.

  • Delivery of complete construction documents that clearly communicate the design intent.
  • Delivery of complete construction documents that result in upgrade, repair, or expansion of capital infrastructure.

Survey & Right of Way Acquisition
Division Overview: The Survey & Right of Way Acquisition Division provides professional land surveying services and real property acquisition services in support of the Municipal Capital Improvement Program and the Planning Department’s platting function.

Other specific goals/responsibilities include:

  • Providing survey and right of way services to satisfy Project Management & Engineering’s capital improvement project needs.
  • Providing platting and mapping information services to other agencies within the Municipality.
  • Developing Municipal survey standards and procedures to guide others in the performance of surveys for the Municipality.
  • Providing information and professional advice on surveying matters to the general public.

Geotechnical Services Division
Division Overview: The Geotechnical Services Division provides geotechnical and environmental subsurface investigation, quality control/acceptance testing, and materials certification. This provides quality assurance for the design and construction of Municipal capital improvement projects.

Other specific goals/responsibilities include: Accurate, cost-effective quality control testing of Portland Cement Concrete used on capital improvement projects and assurance that all Portland Cement Concrete used on capital improvement projects meets specification.

Watershed Management Division
Division Overview: The Watershed Management Division establishes standards to promote and control the quantity and quality of storm and surface water within the Municipality of Anchorage.

Other specific goals/responsibilities include:

  • Communication of specific watershed permit requirements to Municipal and other agencies responsible for completing associated work.
  • Performance of scheduled projects addressing contaminants in surface water.
  • Development and delivery of scheduled reports to Environmental Protection Agency demonstrating Municipal and Alaska Department of Transportation compliance with watershed permit.

Flood Hazard Permitting: Provides project review and approval on work within flood plains, as identified by the Federal Emergency Management Agency maps, to ensure potential impacts on floodways are adequately considered.
