The Planning Department assisted the Anchorage School District in finding suitable sites for a new elementary school and middle school in the Southwest Anchorage area.  The School District determined these schools will be needed to help relieve projected overcrowded conditions in some of the schools that serve this area.

A total of six sites within two areas were evaluated in the Sand Lake area for elementary and middle school use.  Area 1 (Sites E-1, E-1A, E-1B and M-1) is generally located in the northwest and southeast part of proposed Kincaid Estates residential development property; and Area 2 (Sites E-2 and M-2) is generally located in a portion of the former gravel pit at the northeastern corner of the Dimond Boulevard/Sand Lake Road intersection.  (Maps of these sites are included in the study.)

Criteria for evaluating the site options include size, location, topography, soils, hazards, utilities, access, compatibility with surrounding area, and acquisition and development costs.  A geotechnical study, traffic impact analysis, environmental assessment, and aircraft noise evaluation were prepared for each site.

The site selection study, including recommendations for the preferred sites, was presented to the Sand Lake Community Council on February 14, 2005, and distributed for public review.  The study is posted below on this website.

The formal public approval process began with a joint public hearing before the Planning and Zoning Commission and the Anchorage School Board on April 7, 2005.   Their recommendations were forwarded to the Anchorage Assembly for another public hearing and the final decision on which sites were selected.  The Planning and Zoning Commission Resolution and the Assembly Memorandum and Resolution selecting the sites are posted below.
