Comprehensive Plan Update
Current News (January 25, 2007)
On December 12, 2006, the Assembly adopted the Chugiak-Eagle River Comprehensive Plan Update with amendments [AO 2006-93(S-1)]. The final Plan is now availabe on-line (see below), and it will be available for purchase after February 12, 2007. Please call the Planning Department at 343-7921 if you need further information.
A Tracked-Changes version is also available on-line below. This version of the final Chugiak-Eagle River Comprehensive Plan Update shows amendments in AO 2006-93(S-1), and it also shows minor changes and corrections found during the final edit of the document.
Note that page numbers listed for amendments in the adopting Assembly ordinance may not correspond directly with page numbers in the Tracked-Changes document, due to both draft and final text language being shown which increases the number of pages.
The final version of the Plan Update incorporates all of the changes shown in the Track-Changes document. The final version also includes an update of Table 4, School Enrollment Capacity Trends, which is not shown in the Tracked-Changes document.
 Description and Background
The current Chugiak-Eagle River Comprehensive Plan was adopted in 1993. Municipal code calls for an evaluation of major trends and policies every ten years to see if community growth has been consistent with the adopted comprehensive plan, and to determine if any amendments are needed. When there are significant deviations from major trends or policies, a revision of the plan is warranted.
A re-evaluation of the 1993 Plan by the municipal Planning Department examined major trends in population, employment, land use and housing, and compared the earlier projections with more recent data. The re-evaluation did not find major deviations from the 1993 Plan, so a complete revision was not anticipated. The Chugiak-Eagle River community also requested the Plan be updated prior to completion of revised land use regulations for the Municipality (Title 21).
The Planning Department worked with a Citizens' Advisory Committee during 2005 and 2006, focusing on an update of the 1993 Plan's guidelines for growth; a land use plan map depicting the pattern of desired development; and an implementation plan to identify actions necessary to help realize the community's plan for the future. Updated population, employment and housing projections for 2025 were also prepared.
